The Boeing Test & Evaluation (BT&E) team is currently seeking a Senior Project Management Specialist to join our team in Berkeley, Missouri. This person will be a Portfolio Manager within the Test Operations & Engineering (TO&E) organization in support of Air Dominance, Phantom Works, and Weapons programs. We are seeking candidates who are detail-oriented, possess strong communication and interpersonal skills, and demonstrate effective problem-solving abilities. The ideal candidate will be able to manage tasks with accuracy and collaborate clearly and professionally with leaders and team members at all levels.
The TO&E organization supports a wide variety of BT&E activities with crucial work across all of Lab Test and Flight Test and collaborates frequently with BDS programs and production operations. We support several test capabilities such as structures, electromagnetics, aero, environmental tests and test beds, along with internal fabrication and assembly of test hardware and assemblies.
This team is growing and looking for an experienced Portfolio Manager to execute in a dynamic work environment with a large team supporting numerous business partners spread across numerous programs/tests.

Position Responsibilities:
- Manages a TO&E portfolio of projects that supports all areas of Air Dominance
- Leads, develops, coordinates, integrates, analyzes, and maintains integrated plans and schedules for complex projects, programs, and change driven activities in accordance with project management industry best practices
- Leads studies/analyses (trend, variance, impact), reports, risk assessments and planning efforts to determine impacts, constraints involving product development, production rates, process improvement, and program initiatives
- Identifies risk and opportunity potential, develops mitigation plans and refines the appropriate business cases, utilizing BORIS and other RIO systems
- Facilitates and ensures integration of project/program plan, schedules, change and baseline management, processes, techniques considered to be best practice across the industry
- Acts as primary project contact to establish key stakeholder requirements and project objectives, employing configuration management principles for file repositories
- Directs all phases of projects or subsystems of major projects from inception through completion, including establishment of lead time requirements
- Coordinates commitments with internal and external stakeholders to fulfill long-term business strategies
- Organizes and summarizes various project plans and performance, independent of funding mechanism, with data management and organization from multiple tools, systems, and Smartsheets
- Works directly with business partners and project focals to coordinate plans, manage baselines/changes (cost, schedule, technical), and track performance - tasks, milestones, need dates, RFUs, integrated schedules, execution status, help needed, and mitigations
- Develops "project plate" templates and coordinate inputs for major efforts. This contains project milestones, high-level status, budget/EAC/actuals/% complete for each CoM, charge line & approval status, etc.
- Assists with onboarding new Project Managers, and mentors and coaches teammates performing project management activities, as well as those interested in developing leadership skills
- Provides insight/expertise/leadership to possible process improvement projects for Lab Test, Flight Test, etc.
- Coordinates with the Industrial Engineering teams and support Aurora precedence activities for proprietary programs
Basic Qualifications (Required Skills/Experience):
- 5+ years of experience leading projects using Project Management Best Practices and tools
- 5+ years of experience working with organizational leaders to develop & implement plans & objectives to meet requirements and create reports for management reviews & track performance to plan
Preferred Qualifications (Desired Skills/Experience):
- Bachelor's degree or higher or equivalent military experience
- Advanced knowledge of Microsoft Office products including Project, Excel, PowerPoint, Word, Visio, etc.
- Experience with Government acquisition and proposal development processes
- Project Management Professional (PMP) or (PiM) certification
- Experience in directly supporting a proprietary program
- 3+ years of experience leading teams in a formal and/or informal role
- 3+ years of experience developing and delivering presentations to senior leaders
- 3+ years of experience leading or managing projects that involved cross-functional or cross-business unit teams
- Experience training teams in on new processes
- Experience with financial systems
- Experience with Boeing Virtual Cube (BVC)
- Experience with Boeing Opportunity Risk and Issue System (BORIS)
