Title: Program Manager

Description:
Responsible for the quality and efficiency of the work performed under this contract, to include both technical issues and business processes. Discusses and reviews requirements and associated data with the Concorde Core team and customers in the Classified, Unclassified, and Sensitive but Unclassified environments. The Program Manager will lead and oversee multiple software development initiatives supporting mission-critical systems for the Drug Enforcement Administration (DEA). This role requires strong leadership in managing full lifecycle software development projects, particularly on the .NET/C# platform, ensuring delivery within scope, schedule, and budget while maintaining high-quality standards and compliance with federal regulations.
Qualifications:
• 15+ years of professional IT experience
• 5+ years of project management experience in the implementation and maintenance of Web-based Applications directly supervising 10 or more team members
• 5+ years of experience managing development teams using Agile or other development methodologies.
• Must possess a secret security clearance required to view and discuss classified data in the development, enhancement and O&M support of Concorde applications developed in the classified environment.
Key Responsibilities
• Lead end-to-end program and project management for enterprise software solutions built on .NET/C# technologies.
• Manage cross-functional teams including developers, QA analysts, DevOps engineers, business analysts, and stakeholders.
• Oversee Agile/Scrum processes, sprint planning, backlog grooming, and release management.
• Ensure alignment with DEA mission objectives, federal IT governance, and security standards.
• Develop and maintain project plans, schedules, risk registers, and status reports.
• Monitor program performance metrics and provide regular updates to executive leadership.
• Coordinate with infrastructure and cybersecurity teams to ensure secure deployment within federal environments.
• Manage vendor relationships and subcontractors when applicable.
• Ensure compliance with federal regulations, including SDLC standards and documentation requirements.
