Summary

CAE USA has a requirement for a Subcontract Administrator located in Dayton/Beavercreek, OH. This position will provide subcontract administration support for multiple contracts with the Air Force Research Lab (AFRL). The Subcontract Administrator will provide management of suppliers/subcontractors to ensure adherence to all contractual requirements and will be responsible for the preparation and maintenance of all subcontracts related documentation and records.

Essential Duties and Responsibilities

  • Responsible for contractual and financial management of subcontractors for multiple contracts/subcontracts
  • Create Purchase Requisitions in Costpoint to establish Purchase Orders for subcontractor support
  • Process Purchase Order Modification Requests to make required changes to subcontractor POs for things like period of performance extensions, incremental funding, funding deobligations, contract value increases, etc.
  • Accurately track/maintain subcontractor's contract value and incremental funding amounts
  • Monitor and maintain appropriate funding levels for subcontract purchase orders required to execute forecasted costs
  • Receive, process, and reconcile monthly subcontractor invoices and track payment status with Account Payable
  • Work with the management team to ensure subcontract employees' hours are planned appropriately and to ensure sufficient funding is in place to execute
  • Evaluate subcontractor costs/hours to determine appropriate wrap rates to be used for calculations in EACs, forecasting, etc.
  • Participate in the proposal process by creating Basis of Estimates required in order to send a Request for Quote to a vendor
  • Create Engineering Estimates for Time & Material vendors
  • Review monthly/quarterly reports from subcontractors ensuring costs are as expected and work with the management team when questions arise


Qualifications and Education Requirements
  • Proficiency in Microsoft products, especially Excel
  • Bachelor's degree and 2 years' experience in Business, Finance, Operations Management, or related field
  • Effective understanding of program management budgeting and scheduling tools
  • Candidate must be capable of obtaining a DoD Secret security clearance
  • Ability to work independently and as part of a program management team
  • Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.


Preferred Skills
  • Working knowledge of FAR, DFARS, and applicable Public Law
  • Prior experience working with program management and engineering teams to develop effective requirements
  • Strong track record of engaging and collaborating with internal customers and stakeholders in order to meet or exceed program, company, and customer requirements and expectations


Security Responsibilities

Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.
  • Incumbent must be eligible for DoD Personal Security Clearance.
  • Currently hold DoD Security clearance (minimum Secret)

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
