Background: Fusion is a growing HUBZone small business actively pursuing secure space and mission critical Enterprise IT and Construction contracts/partnerships. Seeking a business development professional with a proven track record in developing/growing new verticals in the federal space.
Position Summary
The Growth Executive is responsible for driving strategic revenue growth through the identification, qualification, capture, and award of federal contracts focused on enterprise IT modernization, cybersecurity, cloud transformation, zero trust architecture, network engineering, and managed security services.
This role leads the full federal capture lifecycle—shaping opportunities pre-RFP, developing win strategies, building strategic teams, and supporting proposal execution. The ideal candidate possesses deep knowledge of federal IT procurement, cybersecurity compliance frameworks, and enterprise integration environments within DoD and Federal Civilian agencies.
Key ResponsibilitiesFederal Market Strategy & Pipeline Development
Identify and qualify enterprise IT and cybersecurity opportunities across DoD and Federal Civilian agencies.
Monitor agency forecasts, SAM.gov, GWAC task orders, and recompetes.
Maintain and grow a 24-month rolling pipeline aligned with corporate growth targets.
Focus on programs involving:
Cloud migration & hybrid environments (AWS, Azure, GovCloud)
Zero Trust Architecture (ZTA)
SOC-as-a-Service & managed security
Enterprise network modernization
Identity, Credential & Access Management (ICAM)
Data center consolidation & virtualization
Capture Management & Opportunity Shaping
Develop and execute detailed capture plans for strategic pursuits ($10M–$200M+).
Lead customer engagement efforts prior to RFP release.
Conduct competitive intelligence, price-to-win analysis, and solution positioning.
Shape requirements through industry days, RFIs, white papers, and direct customer engagement.
Lead bid/no-bid decisions and gate reviews.
Structure and negotiate teaming agreements with OEMs and strategic partners.
Customer & Partner Engagement
Establish and maintain relationships with CIOs, CISOs, Program Executive Offices (PEOs), contracting officers, and program managers.
Engage with agencies such as:
Department of Defense
Department of Homeland Security
Department of Veterans Affairs
Department of State
National Aeronautics and Space Administration
Develop OEM partnerships with cybersecurity and cloud providers.
Represent the company at federal IT and cybersecurity conferences.
Contract Vehicle & Procurement Expertise
Drive task order capture across major federal IT contract vehicles, including:
GSA Multiple Award Schedule
OASIS
NASA SEWP
Alliant 2
CIO-SP3
Demonstrate strong knowledge of FAR, DFARS, cybersecurity clauses, and federal compliance requirements.
Understand CMMC, RMF, FISMA, NIST 800-series controls, and FedRAMP environments.
Proposal & Technical Strategy Support
Collaborate with proposal managers and technical SMEs to articulate compelling win themes.
Contribute to solution architecture positioning aligned with customer mission objectives.
Support pricing strategy, cost realism analysis, and contract negotiations.
Participate in post-award and debrief activities to refine capture strategy.
Required Qualifications
Bachelor’s degree in Business, Engineering, IT, or related field.
7–12+ years of federal business development and capture experience within IT or cybersecurity markets.
Demonstrated success winning enterprise IT and cybersecurity prime contracts.
Deep understanding of:
Federal enterprise network architectures
Cloud migration & hybrid cloud environments
Zero Trust implementation strategies
SOC operations and managed security services
Experience managing pursuits valued at $25M–$250M+.
Strong executive-level communication skills.
Ability to obtain and maintain a U.S. security clearance.
Preferred Qualifications
Master’s degree (MBA or technical discipline).
Active Secret or Top Secret clearance.
Experience with DoD enterprise programs or IC environments.
Capture certifications (APMP, Shipley).
Existing federal CIO/CISO network.
Experience in secure environments (ICD 503, RMF High, classified systems).
