SUMMARY:
To be the single point of contact for planning, administering, developing, and evaluating the installation training and education services program. Serves as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to Education and Training Section of the Force Support Squadron.

Basic Requirement for GS-1740 Positions: A Bachelor's degree (or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. NOTE: You must submit a copy of your transcripts.

SPECIALIZED EXPERIENCE: One year of specialized experience for GS-1740-12 which includes broad professional knowledge commensurate with or equal to that found in Education and Student Support Services found at any accredited two- or four- year civilian college or university. Thorough understanding of a wide range of theories, principles, concepts, standards, and methods of discipline sufficient to identify areas of need, gathering and analyzing quantitative and qualitative data to address and inform difficult and complex academic processes and work assignments. Thorough knowledge of Air Force training and education programs, civilian colleges and universities educational systems and degree programs, and AAS degree programs and other academic credentials offered by CCAF. Extensive knowledge of military training and education and AAS degree program operations and applicable objectives, policies, procedures, and/or requirements to administer comprehensive accredited academic programs and education support services. Comprehensive knowledge of education theories, principles, procedures, and practices of Air Force and civilian technical education, secondary, adult, and continuing education as well as an understanding of guidance counseling methods/techniques to develop, manage, administer, and sustain accredited degree programs. Thorough technical knowledge of Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) accreditation and compliance requirements, and other types and levels of accreditation. This definition of specialized experience is typical of work performed at the GS-11 grade/level or equivalent position in the federal service. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Professional knowledge of education theories, principles, procedures, and practices of secondary, adult, and continuing education as well as an understanding of guidance counseling methods/techniques to develop an accredited program.
2. Knowledge of civilian/military programs, objectives, policies, procedures, and/or requirements in parallel business and industry organizations to administer comprehensive training programs/services.
3. Knowledge of budget regulations and procedures to administer civilian training funds and forecast and oversee resource requirements for facilities, office/classroom space, equipment, and supplies including service contracts.
4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
5. Skill in planning, developing, and directing adult education/training programs to include gathering facts, evaluating education/training needs, and making adjustments and improvements to accommodate program/service changes within existing resources without sacrificing quality/quantity.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

- Serves as the installation Education and Training Section Chief (E&TS Chief).
- Oversees professional educational and vocational guidance and testing services.
- Program Manager for Civilian Training funds (PEC 88751) and Voluntary Education funds (PEC 84702) annual operating budget.
- Exercises supervisory personnel management responsibilities.
- Represents the Education and Training Section with a variety of installation and functional area organizations.
