PROGRAM ANALYST (MCESS):
Bowhead is seeking a Program Analyst in Washington, D.C. The Program Analyst will provide dedicated professional services support to the Marine Corps Electronic Security Systems (MCESS) Integrated Project Team (IPT). This role is critical in providing support to strengthening governance, planning, reporting, and oversight for the Marine Corps Unaccompanied Housing (UH) and Barracks 2030 Programs in response to statutory requirements and GAO recommendations. The selected candidate will provide analytical, policy, and program management services to enhance mission readiness and quality of life for Marines across the Fleet.

The selected candidate will provide analytical, policy, and program management services to enhance mission readiness and quality of life for Marines across the Fleet.
Responsibilities
- Support the daily operations of the UH program, including proactive planning, coordination of strategy, and risk management. Prepare Monthly Status Reports (MSRs), meeting minutes, and action item trackers.
- Coordinate various offsite meetings or symposiums for the housing team and the regional/installation housing teams.
- Through direction of the Commandant of the Marine Corps, update minimum standards for health, safety, privacy, and configuration of barracks to ensure compliance with DoD Housing Manuals.
- Facilitate communication between internal and external stakeholders, including drafting press releases, media responses, and briefings for senior leadership.
- Help draft responses to Congressional inquiries and data requests, prepare testimony for the Commandant, and develop strategic plans for Capitol Hill engagement.
- Support the implementation of Facility Condition Assessments (FCA) and Condition Survey Inspections to provide a consistent baseline for the Marine Corps real property portfolio.
- Manage the Waiver Validation Program, assessing efficiencies in tracking and documenting policy waivers and time limits.
- Play a role in eMH Support involving participating in working groups and managing updates for Regional/Installation, assist with responding to ETMS2 taskers, managing COLs, QSRMAX, the FF&E Work Plan, and the ordering/QA process.
Qualifications
- Bachelor's Degree and five plus (5+) years of experience conducting studies and preparing reports on feasibility and cost effectiveness.
- Proven experience supporting large-scale DoD programs, preferably related to facilities, housing, or installation management.
- High proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and collaborative tools (MS Teams).
- Familiarity with the BUILDER Sustainment Management System (SMS) or similar asset management databases is highly desired.
- Knowledge of Public Affairs, plain language, and 508 accessibility standards for communication tasks.
- Strong skills in data collection, trend analysis, and the ability to translate complex data into clear charts, graphs, and decision-support documents.
- Familiarity with Congressional functions, timelines, and RFI processes.
Travel:
- Ability to travel (approximately 5+ days annually) to various locations, including the National Capital Region, East/West Coast installations for the annual symposium.
Physical Demands:
- Must be able to lift up to 25 pounds
- Must be able to stand and walk for prolonged amounts of time
- Must be able to twist, bend and squat periodically
