As a Program Manager, you will lead the planning, coordination, and execution of the DEVCOM ARL Educational Outreach Office's portfolio, overseeing all program administration, participant management, and stakeholder engagement across the DoD HBCU/MI outreach programs.

Work Schedule and Location:

Responsibilities
- Lead all planning, coordination, execution, and reporting of work efforts across the DEVCOM ARL Outreach portfolio
- Manage program budgets, personnel, subcontractors, and contracts
- Oversee participant lifecycle including applications, selection processes, stipend payments, travel, housing, and facility access
- Coordinate with the Government Project Manager (GPM) and Contracting Officer's Representative (COR) on program activities and deliverables
- Direct the planning and execution of program events including workshops, webinars, and seminars
- Manage database and financial management systems and ensure timely delivery of all required program reports
- Ensure compliance with federal regulations including protection of intellectual property (IP) and personally identifiable information (PII)
- Implement and maintain a Quality Control/Quality Assurance plan
Qualifications
Required:
- Master's degree in a related field of study
- Minimum of 10 years of experience managing projects related to STEM and outreach support
- In-depth experience in planning, coordinating, directing, implementing, and reporting of work efforts
- Demonstrated experience managing budgets, personnel, and contracts
- Requires active Secret level security clearance
