Why This is an Exciting Role:
As a Deputy Program Manager (DPM) at Boeing Intelligence & Analytics (BI&A), you will be responsible for supporting day-to-day program execution across cost, schedule, and technical performance in alignment with Government requirements and contractual objectives.
- Serve as the principal deputy to the Program Manager with delegated authority for day-to-day program execution across cost, schedule, scope, and technical performance.
- Lead operational management of the software development and technical support Task Order, ensuring alignment with Government requirements, contract objectives, and performance metrics.
- Drive cost and schedule performance, including burn-rate analysis, Estimate at Completion (EAC) forecasting, staffing alignment, and corrective action implementation as required.
- Oversee integrated program planning activities including risk and opportunity management, change control, dependency tracking, and milestone execution.
- Serve as primary interface to the Partner subcontractors for programmatic matters; ensure timely issue resolution and strategic relationship management.
- Chair or co-chair Technical Exchange Meetings (TEMs) and program reviews, ensuring alignment between technical execution and contractual deliverables.
- Provide leadership oversight to systems engineering, software development, UX, and test teams, ensuring technical execution supports program cost, schedule, and performance objectives.
- Manage scope evolution within an agile, product-centric environment while maintaining disciplined configuration and requirements control.
- Support workforce planning, hiring decisions, performance management, salary actions, and application of company policies in coordination with the PM.
- Act as the Program Manager in their absence.

Experience and Qualifications:
To be eligible for this demanding position, the ideal candidate should demonstrate the following experience and qualifications:
Required Education and Years of Experience:
- Bachelor's degree in engineering, systems, business, or related technical discipline and 14+ years of progressive experience supporting complex Government programs; advanced degree may substitute for years of experience.
- Minimum five (5) years of experience in program or project management supporting contracts of similar size, scope, and complexity within the DoD or Intelligence Community.
Required Qualifications:
- Certifications & Clearance
- Active TS/SCI clearance with Polygraph (required).
- Active PMP certification
- Program Execution & Financial Oversight
- Demonstrated experience leading program execution across cost, schedule, and technical performance.
- Experience in: Resource planning and staffing alignment, Project cost estimating and burn-rate management, Integrated Master Schedule (IMS) oversight, Financial forecasting and reporting, Reviewing and approving Earned Value, Estimate to Complete (ETC), Funds and Manhour Expenditure Reports
- Technical & Operational Environment
- Strong working knowledge of agile software development within mission-critical or national security systems.
- Ability to organize, create, and maintain clear and effective program documentation.
- Strong written and oral communication skills; ability to function effectively in a team environment.
- Contract & Regulatory Compliance
- Experience operating under FAR/DFARS, DoD 5000 series acquisition guidance, and Intelligence Community Directive (ICD) 801 frameworks.
- Experience ensuring cross-discipline integration within the contract to meet Government objectives.
- Experience reviewing all financial and technical reports prior to submission to the Government.
- Experience reviewing risk management plans, mitigation strategies, and allocating associated budgets.
Desired Qualifications:
- Experience reviewing and allocating Management Reserve within contractual limits.
- Experience reviewing and proposing the Integrated Program Baseline (IPB) or resource-loaded schedule to the Government.
- Leadership & Workforce Management
- Experience working alongside or supporting a senior Program Manager in managing contract execution.
- Experience allocating contract resources including staffing, facilities, and budget.
- Experience ensuring timely recruitment, onboarding, and training of program personnel.
- Experience reviewing candidates and coordinating cross-functionally on hiring decisions.
- Experience establishing, integrating, and implementing program processes.
- Experience participating in Integrated Product Teams (IPTs) to design and deliver new capabilities.
- Government & Partner Engagement
- Proven ability to operate in classified, multi-stakeholder environments.
- Experience interfacing directly with Government Program Managers and partner leadership.
- Experience preparing and delivering program status reviews and formal Government briefings.
- Ability to communicate issues, risks, and recommended solutions to the Government PM in a timely and transparent manner.
- Experience managing Task/Technical Task Order (TTO)-based contracts within IDIQ or multi-award contract environments.
- Experience overseeing multiple subcontractors, including performance management, integration, and compliance with contractual and financial requirements.
- Project management experience supporting complex, mission-critical systems or system-of-systems environments.
- Experience supporting DoD system acquisition programs, including familiarity with milestone-driven development and acquisition lifecycle processes.
- Experience supporting program financial reporting, including budget tracking, forecasting, and variance analysis.
- Proposal development experience serving as Capture Manager, Volume Lead, Section Lead, or primary author on technical or management volumes.
