MANTECH seeks a motivated, career and customer-oriented Resource Manager to join our team onsite in Chesapeake, VA.
The Resource Manager will play a critical role in providing portfolio-level visibility, enabling effective resource planning, and supporting financial forecasting across projects. This position works closely with leadership, production, and engineering teams to ensure personnel alignment, data integrity, and optimized funding utilization.

The Resource Manager will play a critical role in providing portfolio-level visibility, enabling effective resource planning, and supporting financial forecasting across projects. This position works closely with leadership, production, and engineering teams to ensure personnel alignment, data integrity, and optimized funding utilization.
Responsibilities include but are not limited to:
- Serving as the central point of coordination for portfolio resource planning by owning and maintaining the master schedule across all projects
- Bridging gaps between teams to enable resource leveling among new projects, shifting government priorities, and evolving mission requirements
- Coordinating personnel reallocations between production and engineering teams when projects are initiated or priorities change
- Running scenario analyses to demonstrate portfolio impacts as priorities shift and presenting findings to leadership
- Conducting gap analysis to identify over- or under-allocation by skill set and individual personnel to support proactive hiring or subcontracting decisions
- Ensuring data integrity and quality control within the resource pool, including updates for new personnel, rate changes, and consistent project usage
- Managing access to sensitive business data while maintaining transparency and reporting accuracy
- Providing real-time and consolidated financial forecasting across all projects sharing common funding sources
- Developing consolidated project estimate reporting to support funding burn-down tracking and accurate account balance expense projections
- Enabling optimized spending strategies across projects and minimizing labor adjustments through improved forecasting visibility
Minimum Qualifications:
- Associates degree in a related field and 4+ years of experience, or High School Diploma and 7+ years of experience
- Experience with MS Project and Earned Value Management (EVM) principles
- Experience building reports and dashboards using PowerBI and Excel
- Experience in a Business Analyst or Project Control role, with focus on project schedules
- Strong communication skills with exceptional attention to detail
Preferred Qualifications:
- Project Management Professional (PMP) certification or demonstrated background in Project Management, with specific expertise in the PMBOK® Guide standards for Schedule and Cost Management.
- Resource-Loaded Scheduling & Forecasting
- Experience with JIRA and Confluence
Clearance Requirements:
- Must be a U.S. Citizen with an active Secret security clearance.
Physical Requirements:
- Must be able to remain in a stationary position 50% of the time.
- Occasionally needs to move about inside the office to access file cabinets, office machinery, and collaborative workspaces.
- Frequently communicates with co-workers, management, and customers, and must be able to exchange accurate information in these situations.
