We work on behalf of DND's "no fail" mission at Goose Bay: supporting NORAD operations for the projection of air power on the north and northeast coasts of Canada, while supporting military training for the Canadian Armed Forces, Allies and NORAD. 5 Wing Goose Bay provides effective training facilities, adaptable infrastructures, and a unique, austere, and challenging training location. Currently, Serco Canada has over 1,200 employees across four provinces, including a strong and growing Indigenous workforce. You will be part of a team that works closely with the military customer and other Serco teams to deliver quality and efficient services to DND. SUMMARY/PURPOSE:
- Conduct fire and life safety inspections of all works and buildings.
- Investigate causes of fires, collecting and preparing evidence and presenting it in court when necessary.
- Inspect buildings to locate hazardous conditions and fire code violations such as accumulations of combustible material, electrical wiring problems, and inadequate or non-functional fire exits.
- Identify corrective actions necessary to bring properties into compliance with applicable fire codes, laws, regulations, and standards, and explain these measures to property owners or their representatives.
- Conduct inspections and acceptance testing of newly installed fire protection systems.
- Inspect and test fire protection and/or fire detection systems to verify that such systems are installed in accordance with appropriate laws, codes, ordinances, regulations, and standards.
- Conduct fire code compliance follow-ups to ensure that corrective actions have been taken in cases where violations were found.
- Inspect properties that store, handle, and use hazardous materials to ensure compliance with laws, codes, and regulations, and issue hazardous materials permits to facilities found in compliance.
- Write detailed reports of fire inspections performed, fire code violations observed, and corrective recommendations offered.
- Arrange for the replacement of defective firefighting equipment and for repair of fire alarm and sprinkler systems, making minor repairs such as servicing fire extinguishers when feasible.
- Ensure compliance with all Serco Canada Inc. policies and procedures, including but not limited to Code of Conduct and Ethics, Serco Management System, PDR's, etc.
KEY RESPONSIBILITIES:
- Data entry and maintenance of inspections on FDMS.
- Participate in firefighting and rescue operations.
- Assist in preliminary fire investigations, in reviewing Fire Loss Limiting Engineering Projects, in the inspection, testing and maintenance of Fire Suppression System, and in the monitoring and control of Unit Fire Extinguishers.
- Conduct and/or assist in inspection and testing of Fire Alarm Detection System.
- Implement and manage a progressive fire department training syllabus IAW statement of work and other applicable documents.
- Monitor monthly user section checks of fire extinguishers.
- Manage Fire Prevention and Education programs.
- Manage building Close-up Inspections.
- Ensure all assigned deliverables and other reports are completed accurately and on time.
- Visibly demonstrate Serco Values and work practices while completing duties.
- Other related duties relevant to this position as may be required.
- Comply with all regulations, policies and procedures pertaining to the operations including occupational health and safety, environmental, drug and alcohol, and quality.

JOB REQUIREMENTS:
EDUCATION /CERTIFICATIONS:
- Must be NFPA 1001 Level 1 and 2, 1002, 1003, and 472 Awareness/Hazwhoper trained.
- NFPA 1021 Level 1, 1031, 1035 and 1033, with two years' experience as a Fire Prevention Officer is required.
- Annual ARFF re-certification in accordance with STANAG 7145 Minimum Core Competency.
- Possession of a valid Class 3 NL driver's license with 9 airbrake endorsement.
- Possession of or the ability to obtain and maintain a Ramp Defensive Driving Course (DND/RDDC) certification to operate vehicles on the airfield is required.
- Ability to obtain and maintain a Secret Level II security clearance is required.
- Secondary school education is required.
- Ability to successfully pass a pre-employment drug and alcohol screening test.
- Ability to successfully pass a pre-employment physical.
- Ability to successfully pass a pre-employment medical.
- Qualified EMR 2, IAW Province of Newfoundland and Labrador Standards.
- Ability to obtain driver's abstract.
KNOWLEDGE and EXPERENCE
- Must remain fit for work, take, and pass annual Firefighter medical.
- Participate in the annual physical fitness test.
- General level of computer skills is required.
- Ability to work under extreme mental and physical stress is required.
