Program Summary
Under the AFCAP V Program, KBR supports the U.S. Air Force by providing Engineering Support Services to the 378 ECES. These services ensure mission-critical Installation Engineering, Asset Management and Visibility, and Real Property support to the 378 AEW. In addition to Engineering Support Services at Prince Sultan Air Base, KBR also provides food services and other quality-of-life support to sustain base operations.
Job Summary
The TNAP AMP Manager leads asset management planning and performance oversight for PSAB's airfield pavements and transportation infrastructure portfolio. This role supports the Operations Flight Requirements & Optimization (R&O) cell by driving asset visibility, condition assessment governance, requirements prioritization, and multi-year investment planning using Sustainment Management System (SMS) tools, including PAVER and integration with BUILDER/NexGen IT. The position coordinates closely with Airfield Management to ensure safe, compliant, and mission-ready pavement operations.

Job Summary

The position coordinates closely with Airfield Management to ensure safe, compliant, and mission-ready pavement operations.
Roles and Responsibilities
- Serve as primary AMP Manager for TNAP, aligning efforts to Asset Visibility, Requirements, Planning, and Performance
- Provide technical guidance for airfield pavements (runways, taxiways, aprons), markings, signage, and aircraft arresting systems (AAS)
- Coordinate with Airfield Management to schedule/deconflict maintenance, support NOTAM-related coordination, and mitigate pavement hazards
- Maintain and update pavement condition data in PAVER, including Pavement Condition Index (PCI) updates after construction impacts
- Support FYDP+3 requirement development and prioritization for TNAP assets
- Conduct QA reviews, gap analysis, and data standard implementation across SMS datasets for TNAP scope
- Integrate Sub-AMP inputs, validate SMS recommendations (repair vs replace), and develop rough-order cost/work estimates
- Participate in IPL and Squadron Execution Plan development rhythms and lead/participate in AMP working groups as required
- Track and analyze KPIs and trends using condition indices, RSL, MDI/T-MDI, and maintenance ratios to inform funding needs
- Coordinate with BIAT and technicians to ensure accurate inventory/assessment inputs to SMS and planning outputs
Basic Qualifications
- Must be a U.S. Citizen with a current U. S. Driver's License.
- Must possess passport book (not passport card) with at least 13 months of remaining validity AND 6 blank visa/stamp pages remaining
- Must have the ability to obtain/maintain a SECRET clearance
- Must be able to read, write, speak and understand English fluently
- Candidate must also meet CENTCOM MOD-15 theater requirements.
- Bachelor's Degree in Civil Engineering from an ABET-accredited university
- 5+ years experience in pavement, construction/maintenance, and transportation infrastructure management
- Familiarity with pavement management systems (PAVER/SMS-supported workflows)
- Ability to operate in a rotational/OCONUS environment and maintain continuity handoffs between rotations
Preferred Qualifications
- Experience supporting airfield pavement programs, airfield coordination, and risk-based maintenance strategies
- Experience with enterprise asset management, category management concepts, and data quality governance
