Northrop Grumman Mission Systems (NGMS) sector is seeking a Senior Director Program Management to lead the Oceanic Systems (OS) Operating Unit and serve as the site lead in Annapolis, MD. This position will report to the VP of the Naval & Oceanic Systems Business Unit and will provide day-to-day direction to meet the operating unit strategic and performance objectives and metrics. The Senior Director of Program Management will lead diverse teams in a matrixed environment of programs and customers in both an unclassified and classified context.

The position has significant senior leadership contact and will require a candidate with strong leadership and decision-making skills with the ability to perform, adapt and lead through change. The position must role model Northrop leadership behaviors and be an advocate of our employee engagement activities, participating in and championing site morale and recognition efforts. The candidate will be required to travel at least 25% of time for domestic business.

The Operating Unit Director Role is Responsible to:
  • Direct and oversee the work of a team of program managers and program management personnel across a portfolio of programs and diverse customer base
  • Be accountable for the cost, schedule and performance of all current and future programs in the portfolio
  • Establish milestones and monitor adherence to master plans and schedules, identify problems and obtain solutions, such as allocation of resources or changing requirements
  • Proactively identify trends, risks, and opportunities within the organization and develop solutions in partnership with peers and division and matrix leadership
  • Strategically guide and plan for business growth of the Operating Unit. Create the vision and execution plan with functional management to meet and improve upon the operating plan for the business.
  • Be an effective communicator across program teams and functions
  • Drive adherence to policies, processes, values and drive continuous improvement
  • Develop a talent strategy to further company strategy and achieve outcomes


The Site Director Role responsibilities include:
  • Lead the site leadership team, which includes representation from all functional homerooms including Security, Facilities, IT infrastructure, Environmental, Health, Safety, Fire Protection, Audits, Employee Well-Being and Engagement
  • Be an active participant in Crisis Management Team activities and response
  • Lead integrated, long-term site planning
  • Represent the site as part of the Corporate Citizenship emphasis for Northrop Grumman. Bring positive company exposure to the community in volunteerism and charity support that meet NGC's objectives
  • Act as a change agent and champion for the employee population, providing advocacy of our Employee Resource Groups, site engagement events and support of our Employee Action Group activities
  • Represent the site culture and portfolio of programs, both to internal and external customer via hosting of visits, demonstrations and tours

Basic Qualifications:
  • Bachelor's Degree with 15 years of experience; OR a Master's Degree with 13 years of experience; OR a PhD with 11 years of related experience.
  • U.S Citizenship is required.
  • Active DoW Top Secret clearance with the ability to obtain SCI eligibility; Or DoE equivalent with the ability to obtain SCI eligibility
  • The ability to obtain a successfully adjudicated Counter Intelligence polygraph (CI)
  • 10 years of program management experience with Profit and Loss responsibility
  • Experience with Capture Management / Leadership
  • Developing a business strategy including business case development
  • Demonstrated leadership skills and the ability to work effectively in a team environment
  • Demonstrated skills in planning and program operations knowledge addressing cost, schedule, and technical performance, including earned value and risk and opportunity management.


Preferred Qualifications:
  • Advanced Degrees in science, engineering or relevant acumen
  • Counter Intelligence Polygraph (within 7 years)
  • Demonstrated business development, capture leadership experience with federal government


Primary Level Salary Range: $254,200.00 - $381,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
