Position Summary

Odyssey Systems has an exciting opportunity for a Senior Logistics Manager providing support to the Command, Control, Communications (C3C)/Kessel Run division.

Kessel Run is an Air Force unit that delivers resilient command and control and targeting software capabilities that provide warfighters with decision advantage. Under the Department of the Air Force Program Executive Office for Command, Control, Communication, and Battle Management (DAF PEO C3BM), Kessel Run technologies make up the DAF BATTLE NETWORK, the systems-of-systems designed to help the Joint Force make operational decisions faster than our adversaries. The Division architects and acquires the means to connect weapon systems with warfighters and decision makers to enable the warfighter to win against the pacing challenge in an era of great power competition.

This is a full time position located at Hanscom AFB, Bedford, MA, but it does have the ability to be worked remotely.

Responsibilities

The Logisitics Manager shall provide logistics management support performing planning, coordination, and evaluation of logistical actions required to support assigned missions, weapons systems, sustainment efforts, and other designated programs. This role supports all phases of the acquisition and sustainment life cycle, ensuring logistics, sustainment, and readiness requirements are effectively integrated and aligned with program objectives.

Duties include, but not limited to:
  • Provide Advisory and Assistance Services (A&AS) and be accountable for several programs of record: two ACAT I and three ACAT III equivalents.
  • Direct first line supporting Product Support Manager (PSM) on all division logistics matters, and PSMs contractor designee/representative in their absence. Delivering direct daily logistics support and expertise to a Command and Control (C2) integration organization, sustaining existing Air Operations Center (AOC) baseline/s while simultaneously building a scalable architect, and operate intuitively designed Wing and Operational level C2 systems to function effectively in highly contested environments.
  • Apply day-to-day thorough logistics influence to develop, update, and implement life-cycle sustainment plans, ensuring resilient operations of current capabilities, enabled distributed C2 operations and modularity to migrate to cloud connected edge.
  • Author, edit logistics policy and process documents, ensuring logistics management operations comply with all statutory and regulatory requirements, meeting internal and external customer requirements.
  • Review/comment/develop LCSPs, LHAs, to support functions required to field and maintain readiness and operational capability of covered systems, subsystems, and components, including all functions related to covered system readiness.
  • Convey comprehensive logistics guidance on life-cycle management and development and implementation of product support strategies for covered systems to leadership, product line leads/branch chiefs and program managers.
  • Collaborate with material support managers and product support managers to develop and maintain comprehensive support plans, including coordination with sister services and coalition partners.
  • Participate in the development of maintenance and life cycle logistics plans to support smooth transitions to Air Logistics Complex centers.
  • Develop and execute logistics and sustainment plans across supported programs.
  • Identify and assist in mitigating sustainment problem areas, specifically on CDA.
  • Coordinate and evaluate the efforts of functional specialists to develop, adjust, and execute plans and schedules required to meet program requirements.
  • Perform clerical, administrative, and office operations support as required.
  • Provide logistics analytical support for key metrics including supply, reliability, and maintainability, and present findings during logistics reviews.
  • Assist with planning, evaluation, and implementation of acquisition and sustainment strategies in accordance with DoD 5000.2 guidance.
  • Develop program management documentation supporting all phases of the acquisition and sustainment life cycle.
  • Prepare briefings supporting acquisition decision milestones and sustainment planning activities.
  • Develop Business Case Analyses (BCAs) in accordance with AFI 65-509 and AFMAN 65-510, as well as trade studies, DoD 5000.02 milestone documentation, 2366a/b certifications, AoA study guidance, study plans and reports, programmatic IMS, Market Research Reports, ESIS, ASP briefings, and other acquisition program analyses as required.
  • Provide expert logistics input to Requests for Proposal (RFPs), including system specifications, SRDs, SOWs, CDRLs, and related RFP products.
  • Assist with development of program office estimates, financial and research reports, and other financial management studies and analyses.
  • Develop logistics planning documentation including, but not limited to:
    • Life Cycle Sustainment Plans (LCSPs)
    • Integrated and optimized weapon system delivery and deployment plans
    • Integrated Logistics Support Plans (ILSPs)
    • Product Support Business Case Analyses
    • Depot Source of Repair (DSOR) and Source of Repair Assignment (SORA) packages
    • Diminishing Manufacturing Sources and Material Shortages (DMSMS) plans
  • Conduct research and identify alternative components when required and employ supply chain analytics, dashboards, and modern data analysis tools to maintain asset visibility.
  • Support system technical trade studies and documentation for system integration, upgrades, and modification efforts, including aircraft integration where applicable.
  • Provide independent assessments of system readiness for production and risk management purposes.
  • Support engineering studies, analyses, and reporting as required.
  • Support Test and Evaluation (T&E) efforts including TES development, ITT charters, TEMPs, and other T&E documentation.
  • Assist with Capability Based Assessments (CBAs), ICDs, CDDs, CPDs, and associated risk assessments, briefings, and staffing documentation.
  • Maintain requirements traceability and develop reports supporting updates to CDDs and CPDs as required by senior government leadership.
  • Utilize CBA data visualization and editing tools to support gap analysis, JCIDS product development, and persistent data modeling; support integration with tools such as DOORS.
  • Support development of Net-Ready Key Performance Parameters (NR-KPPs), ISPs, IASPs, Program Protection Plans (PPPs), and DoDAF 2.2 (or later) architecture products.
  • Assist in developing initial planning products and analyses assessing the status, maturity, and applicability of fielded Range Systems using warfighter CONOPS and training requirements.
  • Develop draft CONOPS and technology assessments to support warfighter evaluation of future capabilities.
  • Produce integrated reports combining technology assessments and CONOPS to identify potential acquisition opportunities, schedules, and planning inputs for programming and budgeting.
  • Assist with additional developmental planning studies, analyses, and reporting as required.
  • Support government source selection activities, including evaluation criteria development, documentation administration, acquisition strategy analysis, and preparation of reports, memorandums, summaries, and briefings.

Clearance: Must have and be able to maintain a Secret Level Clearance

Preferred Qualifications

Education: Bachelor's or Master's Degree in a related field

Years of experience: 10+ years of related experience with 5+ years of DoD related experience
