POSITION TYPE: Full-Time, Contingent Upon Award (Anticipated Mid-March)

LOCATION: Norfolk, VA

CLEARANCE: Active Secret (minimum required)

We are seeking a Financial Analyst / Lifecycle Manager to support the Department of the Navy, Commander, Naval Surface Force Atlantic (CNSL) under a mission-critical contract focused on mission readiness, alteration baseline support, integration, and network infrastructure support services. This role provides financial and lifecycle management support across programs and projects tied to fleet readiness, technical baselines, and operational sustainment activities.

The selected candidate will support budgeting, financial analysis, and lifecycle cost management functions aligned with Navy mission readiness initiatives. This position works closely with program, logistics, technical, and command stakeholders to ensure accurate budget formulation, justification, execution tracking, and financial reporting across supported efforts.

Responsibilities

  • Perform budgeting, financial analysis, and lifecycle cost management in support of CNSL mission readiness and infrastructure programs
  • Support budget formulation, justification, execution, and tracking for organizations, programs, and projects
  • Analyze financial data and develop reports to support program decision-making and resource planning
  • Utilize Command Financial Systems to manage, track, and report on financial activity
  • Support alteration baseline, integration, and network infrastructure initiatives through financial planning and lifecycle analysis
  • Assist with compliance and baseline support activities through financial documentation and audit-ready reporting
  • Provide financial input to readiness, asset, and configuration baseline reviews
  • Support meeting preparation and briefings with financial data, dashboards, and presentations
  • Develop and maintain financial spreadsheets, models, and reports using Microsoft Excel and other Office tools
  • Contribute to trend analysis and cost forecasting tied to mission readiness and sustainment efforts
  • Coordinate with technical, logistics, cybersecurity, and program teams to align financial planning with operational requirements
  • Support documentation and process development related to financial and lifecycle management activities


Qualifications

  • Minimum five (5) years of experience in budgeting, finance, or accounting
  • Bachelor's degree in Accounting, Finance, or Business Management, required
  • Experience supporting budget formulation, justification, and/or execution for programs, projects, or organizations
  • Journeyman-level knowledge and practical experience using Command Financial Systems
  • Strong proficiency in Microsoft Office Suite - especially Excel, Word, and PowerPoint
  • Demonstrated ability to analyze and reconcile financial data and produce clear reports and briefings
  • Excellent written and verbal communication skills
  • Active Secret clearance (minimum) required at time of hire


DESIRED QUALIFICATIONS:
  • Prior experience in Navy logistics, Navy accounting, or ship maintenance environments
  • Experience supporting DoN or DoD mission readiness programs
  • Familiarity with lifecycle cost analysis and sustainment planning
  • Experience supporting audit readiness and financial compliance reviews

WORK ENVIRONMENT AND PHYSICAL DEMANDS:
  • Work is primarily sedentary, performed while using a computer for extended periods of time.
