Duties

  • Plans, organizes, and directs the activities of Community Activities, ensuring that Recreation Center complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and 31st Force Support Squadron objectives. Researches, interprets, analyzes and applies DoD, AirForce, USAFE, 3d Air Force, 31st Wing, 31st Mission Support Group, 31st Force Support Squadron guidelines, policies, regulations, and procedures.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.
  • Manages and controls the execution of and administration of operating budget. Assists with day-to-day budget management actions such as tracking funds distribution, reconciling commitment/obligation, and reallocating assigned program funds.
  • Develops and executes, through assigned staff, programs which support singles, families, and special groups such as retirees, spouses, and private organizations.
  • Represents Community Activities Program with a variety of installation and functional area organizations.
  • Creates and coordinates marketing strategic plan and publicity for all Community Center programs.

  • This is a supervisory position; the employee will be required to complete a 1-year managerial probationary period.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Works an uncommon tour of day to include weekends and evenings.
  • Must have a valid driver's license and maintain it during employment period to drive to activities throughout the base and local community.
  • Physical requirements include ability to lift objects up to 25 lbs.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

  • This position has been identified as having "regular contact with children". In accordance with (IAW) Public Law 101- 647 Section 231, Public Law 102-190, Section 1094, and DoD Instruction 1402.05, background checks are required.
  • DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records Check, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) checks will be completed on any person selected for this position.
  • Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981.
Qualifications

In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for series 0188.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of principles, methods, and techniques for planning, implementing, and managing a diverse skills development/outdoor recreation programs, services and community activities; knowledge of personnel management policies, procedures, rules and regulations in order to plan, organize and direct a diverse workforce; knowledge of procedures for developing and executing a budget for a diverse recreational program, and skill in maintaining control and accountability for funds, supplies, equipment, and facilities.

EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related. Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS. The education must have been obtained in an accredited college or university.

COMBINATION OF EXPERIENCE AND EDUCATION: Experience as described, but less than one year; and I have at least one year of graduate education as described, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of Morale, Welfare, and Recreation, Community Activities/Events, and Force Support Squadron functions.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Ability to plan, organize, communicate, and direct the functions and staff of a small to medium sized organization.
  • Knowledge of the principles, methods, and techniques to assist in the planning and implementing a recreational program offering a variety of community activities and events to a serviced community.
  • Knowledge of basic analysis elements to evaluate program efficiency and ability to adapt or correct existing programs to customer satisfaction.
  • Knowledge of common budgetary practices, procedures, regulations, and guidelines.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
