Overview

Job Title: Program Manager / Senior Strategic PlannerLocation: Arlington, VA Overview:Mano Lani is seeking a Senior Strategic Planner to join our rapidly growing team in Arlington, VA. This position will provide support for the National Guard Bureau (NGB) J5-J in strategic communications, congressional reporting, and joint planning activities. The role requires coordination with internal and external stakeholders, analysis of policy and strategic documents, and preparation of actionable deliverables for senior leaders. Mano Lani is an exceptional industry partner to the Department of Defense (DoD) and a leader in physical and cybersecurity, IT management, logistics, supply chain management, process improvement and development. Key Responsibilities:• Strategic Communications & Congressional Reports: Coordinate with NGB strategic communications POC to receive guidance, draft aligned content, and deliver within two business days. - Collect and compile stakeholder inputs using Comment Resolution Matrices and surveys.• Policy & Speech Analysis: Review and analyze government speeches, policy statements, and strategic documents (e.g., National Security Strategy, National Defense Strategy, Unified Command Plan) to assess implications for National Guard interests and deliver timely written summaries.• Meeting Coordination & Awareness: Schedule, coordinate, and participate in J5-J meetings, workshops, and conferences with NGB, ARNG, ANG, Joint Staff, and Combatant Commands. Prepare agendas, executive summaries, and post-meeting documentation within two business days.• Plan Development & Review: Conduct research and analysis to support senior leader briefings, state plan integration, campaign plan reviews, and war-gaming events. Ensure state and CCMD plans are standardized, integrated, and synchronized.• Reporting & Compliance: Prepare monthly status reports detailing deliverables, labor hours, funding, and quality assurance. - Complete required Service Contract Reporting (SCR) annually via SAM.gov.
Responsibilities

Required Skills & Qualifications:BA/BS degree in a relevant field (e.g., Political Science, Public Affairs, International Relations, National Security)10+ years of professional experience in strategic communications, military planning, or related fieldsStrong analytical and written communication skillsExperience coordinating multiple stakeholders and synthesizing input into actionable outputsProficiency with Microsoft Teams and other virtual collaboration toolsFamiliarity with national security, defense, and joint operations planning documents. Performance Expectations:Deliver draft communications, analytical summaries, and executive reports within defined suspense timelines (typically 2-5 business days).Support an average of five planning or briefing activities per week and approximately 90 meetings per year.Ensure accurate and timely reporting of all contract labor hours and deliverables.
