FWI is building a team to provide business management support services and data analytics for the Defense Health Agency's Armed Services Blood Program Division (ASBPD). As a Program Manager, you will lead the contractor team and oversee all aspects of contract performance, serving as the primary point of contact between FWI and DHA leadership to ensure successful delivery of strategic planning, operational reporting, and business process improvement services.

Work Schedule and Location:

On-Site: This full-time on-site position will work Monday through Friday, 8am to 5pm at the Defense Health Headquarters in Falls Church, VA

Responsibilities

  • Oversee the Program Management Plan, including milestones, staffing plans, and project metrics
  • Submit Monthly Progress Reports outlining expenditures, billings, progress, status, and issues
  • Manage transition-in and transition-out activities
  • Maintain 100% staffing levels per the approved staffing plan
  • Support ASBPD strategic planning and leadership-driven projects
  • Attend Armed Services Blood Program Integrated Council (ASBPIC) monthly meetings
  • Coordinate contractor travel and ensure compliance with FAR travel cost principles
  • Travel - CONUS and OCONUS travel is required to locations including Landstuhl (Germany), Okinawa (Japan), Guam, Hawaii, Washington State, California, Texas, Illinois, Georgia, Mississippi, and North Carolina. Estimated at approximately 2 trips per year to select destinations, typically 3 days each.


Qualifications

Required:
  • Bachelor's degree or higher in English, journalism, communication, or a related field; OR 3+ years of program management experience in lieu of a degree
  • 3+ years of program management experience in a DoD military or civilian environment
  • 3+ years of experience with blood banking, blood regulations, or a related healthcare/life sciences field
  • Proven ability to manage multiple complex, inter-related project tasks and deliverables simultaneously
  • Strong communication skills with experience briefing senior leadership and facilitating coordination across organizational levels
  • Experience developing strategic plans, operational goals, and measurable outcomes
  • Ability to obtain a Public Trust clearance


Desired:
  • Familiarity with the Armed Services Blood Program (ASBP), AABB standards, or FDA blood regulations
  • Experience managing government contracts, including staffing plans, CDRLs, and monthly progress reporting
  • Prior experience working at or supporting the Defense Health Agency (DHA)
