Description

The Leidos Partnership for Defense Health is seeking a Revenue Cycle / Business Operations Functional Lead to work remotely in support of its single-award DHMSM IDIQ contract, known as MHS GENESIS.  This highly visible program modernizes Electronic Health Record (EHR) capabilities for the Department of War (DoW), supporting nearly 10 million service members and their families worldwide. While healthcare systems everywhere are challenged to improve quality, user experience, and cost, MHS GENESIS operates at DoW global scale and within a highly secure environment, all while supporting the Defense Health Agency (DHA)’s vision of a medically ready force—critical to our national defense.

Position Overview

The Functional Lead provides senior functional leadership for MHS GENESIS deployment, optimization, and sustainment activities under the DHA and DHMSM program. This role is accountable for integrated functional oversight across Clinical and Business Operations domains, ensuring alignment of workflows, readiness activities, and operational outcomes in accordance with DHMSM governance and deployment wave objectives.

The Functional Lead serves as the single point of functional accountability, coordinating product lines to support operational readiness, fielding decisions, and sustained MHS GENESIS performance. This role also supports the implementation and sustainment of new capabilities across a growing portfolio of health solutions.

What You Will Be Doing

Provide Functional Leadership and Oversight across the following functional pillars:

REVENUE CYCLE / BUSINESS OPERATIONS - Alignment, optimization, and sustainment of administrative and revenue cycle workflows, including:
  • Registration and Scheduling
  • Health Information Management (HIM)
  • Patient Accounting
  • Finance
  • Supply Chain
  • Referral Management
  • Case Management


Readiness & Governance
  • Serve as the Functional Lead accountable for integration of business operations across MHS GENESIS deployments and sustainment and ensure alignment of end-to-end workflows supporting patient care, documentation, and revenue cycle processes.
  • Identify, manage, and mitigate interdependencies between clinical and business operations workstreams that impact readiness and deployment success.
  • Guide functional execution in alignment with DHMSM governance, deployment wave sequencing, and DHA priorities.
  • Ensure functional readiness for: Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Operational Readiness Reviews (ORR) and Fielding Decision Reviews (FDR)
  • Oversee functional inputs to gate reviews, ensuring completeness, accuracy, and alignment with DHMSM expectations.
  • Participate in Program Reviews, Integrated Baseline Reviews (IBRs), Risk & Opportunity Management Boards (ROMBs), and other DHMSM governance forums.


Optimization & Change Management
  • Lead identification of functional intersections across optimization initiatives.
  • Ensure continued alignment between clinical workflows and business operations processes.
  • Provide oversight of workflow optimization and change management activities.
  • Support DHA-led planning and prioritization sessions to sequence optimization activities effectively.
  • Drive adoption, efficiency, and operational outcomes across functional teams.


Financial & Resource Management
  • Maintain functional responsibility for financial oversight across assigned domains.
  • Provide CAM-level functional support, including Staffing Forecasts, Variance Analysis and Estimates at Completion (EACs)
  • Support Integrated Master Schedule (IMS) development and functional resource planning.
  • Monitor cost, schedule, and performance risks and support corrective action planning.
  • Identify staffing needs and coordinate resourcing strategies with program leadership.


REQUIRED QUALIFICATIONS
  • U.S. Citizen with an ACTIVE ADP IT-II Public Trust Clearance (Tier 3 investigation required).
  • Bachelor’s degree with 12–15 years of relevant experience, or Master’s degree with 10–13 years of relevant experience.
  • Demonstrated functional leadership experience across clinical and/or revenue cycle operations within federal healthcare or MHS environments.
  • Prior experience supporting DHA, DHMSM, DoW, VA, or MHS GENESIS programs.
  • Hands-on experience with Oracle Health (Cerner Millennium) deployments, optimization, or sustainment.
  • Proven ability to lead and integrate multi-disciplinary teams in highly governed environments.
  • Expertise in workflow design and use of workflow designer tools.
  • Experience facilitating design and adoption sessions.
  • Strong executive communication skills, including presenting to senior DHA and DoW stakeholders.


PREFERRED QUALIFICATIONS
  • Direct experience working within DHMSM PMO or MHS GENESIS deployment governance.
  • Experience supporting enterprise inpatient, ambulatory, dental, or operational medicine MHS GENESIS deployments.
  • Health informatics background within the Military Health System.
  • Demonstrated success supporting ORR/FDR events and post-deployment optimization.
  • PMP or equivalent certification.

Pay Range: Pay Range $154,050.00 - $278,475.00
