Modern Technology Solutions, Inc. (MTSI) is seeking a Senior Program Management Specialist to support an MTSI contract with the Assistant Secretary of the Air Force (Acquisition, Technology, and Logistics) at Lorton, VA. This position provides program management and contracting support on time-critical, classified projects. The successful candidate will assist in the full spectrum of actions required to award contracts and contract modifications.

Your essential job functions will include but may not be limited to:
- Assist in the full spectrum of actions required to award contracts and contract modifications, to include pre-award documentation, assistance with source selection activities, and post-award support activities.
- Provide advice to Program/Project Managers regarding acquisition strategies, schedules, contracting, budgeting, and execution.
- Develop, draft, tailor, and coordinate overarching program planning and execution documents as prescribed by DoDI 5000.02 / Acquisition Framework, and relevant DoD/DoW Instructions (DoDI 5000.85 and DoDI 5000.87), Air Force, and local unit instructions and policies.
- Support the development of Requests for Information, Market Research Reports, Requests for Proposal, milestone statutory and regulatory requirements, Statements of Work, Compliance and Reference Documents, Contract Data Requirements Lists, and rights in technical data and software.
- Provide technical and programmatic assessments of contractor design planning/execution reviews to assess progress, risks and issues, and the ability to achieve mission requirements.
- Provide program element coordination, staffing and monitoring; advise and assist government customer regarding funding commitments, obligations, and expenditures.
- Manage and direct the daily execution of contract requirements to assure that cost, schedules and performance goals are met.
- Assure a timely closeout of completed programs to ensure that all obligations are satisfied, and program documentation is properly recorded.
- Prepare for and participate in contract/subcontract negotiations.
- Allocate and control contract budgets for labor, material, travel and purchased services. Report program status to senior management.
Requirements:
- 15+ years of experience supporting national security programs, 2 or more of which need to be in a SAP and/or SCI environment.
- Experience working DoD/DoW acquisition programs to include contracting and program management strategies, generation of Justification and Authority documents, Acquisition Strategy Plan, Contract Data Requirements Lists, as well as assisting with creation of Statement of Objectives and Statement of Work for research and development activities.
- Experience with earned value cost accounting and reporting; experience with metrics for assessing and reporting program progress, productivity and variance analysis.
- Contract management experience, specifically monitoring and assessing program execution and integration of complex programs and systems.
Desired Requirements:
- Prior experience as a Contracting or Agreements Officer and/or experience with DoD/DoW source selections strongly desired.
- Experience with expedited/rapid acquisitions and other transaction authorities.
Education Requirements:
- Bachelor's of Science Degree in a related field.
- Technical Master's Degree - Desired
Clearance Requirements:
- TS/SCI with previous SAP experience required.
