The MITRE National Intelligence Division is seeking a Principal IC Policy and Strategy Advisor to support the Intelligence Community Office of Inspector General (IC OIG). This role sits within the IC Enterprise Operations Department (N924) and provides senior-level strategic, policy, and analytic support to advance independent oversight, enterprise governance, and mission integrity across the Intelligence Community.

The Principal Policy and Strategy Advisor serves as a senior strategic advisor supporting the Intelligence Community Office of Inspector General in advancing independent oversight and enterprise accountability. This role requires exceptional judgment, discretion, and the ability to engage credibly with senior IC leadership while maintaining the objectivity central to the IG mission. The Advisor will integrate MITRE expertise across teams and work programs to enhance inspection, evaluation, and advisory efforts that improve governance, transparency, and mission effectiveness across the Intelligence Community. This individual will be comfortable advising executives, synthesizing complex issues, and translating findings into actionable strategic recommendations.

The primary responsibilities of the position must be carried out in person in McLean, Virginia, with regular presence at ODNI facilities and flexibility to respond to sponsor needs.

Roles & Responsibilities:

Serve as a senior Principal Policy and Strategy Advisor supporting Intelligence Community Office of Inspector General (IC OIG) priorities, providing objective, independent analysis and advisory support across IC oversight, inspection, and evaluation activities.

Support integration and coordination of multiple IC OIG-related work efforts, ensuring alignment across MITRE teams and consistency with statutory oversight authorities and enterprise governance priorities.

Advise senior IC and ODNI leadership on systemic risks, governance gaps, and performance trends identified through inspection, audit, and evaluation activities, including implications for enterprise mission execution.

Contribute to development and review of high-impact oversight products, including strategic assessments, inspection reports, management advisories, and executive briefings.

Support enterprise-level analysis of recurring findings and recommendations, identifying cross-cutting themes and opportunities to strengthen accountability and operational effectiveness.

Identify opportunities to improve transparency, governance frameworks, internal controls, and enterprise performance across Intelligence Community organizations.

Serve as a thought partner to IC OIG leadership, helping frame oversight priorities, assess tradeoffs, and inform enterprise-level decision-making while maintaining the objectivity central to the Inspector General mission.

Mentor and guide staff supporting IC OIG-related efforts, contributing to analytic rigor, product quality, and professional development without serving as a project manager of record.

Basic Qualifications:
  • Bachelor's degree with a minimum of 10 years of relevant experience, or 8 years and a Master's degree; or a PhD with 5 years' experience; or equivalent combination of related education and work experience.
  • Significant experience supporting ODNI, IC OIG, or other IC oversight, compliance, or governance organizations
  • Experience operating in a complex, matrixed environment
  • Demonstrated expertise in intelligence policy, inspection or audit frameworks, or enterprise risk management
  • Ability to effectively engage and advise senior government leaders
  • Exceptional analytic, writing, and briefing skills
  • Active TS/SCI with CI Poly.
  • U.S. Citizenship required.
  • Ability to work on-site five days per week in McLean, Virginia.


Preferred Qualifications:
  • Experience within an Inspector General organization or enterprise oversight body
  • Experience conducting program evaluations or enterprise-level assessments
  • Familiarity with IC statutory authorities and oversight structures
  • Background in strategic planning or organizational performance improvement
