Job Summary:
-Provides services and technical advice in the performance of Information Technology (IT) engineering, analysis, development, and traceability activities in support of the PROGRAM Software, current and future software versions, operations, and maintenance and, when required, stages of software development. Future program objectives were previously discussed in Section 2.0, Objectives
-Provides services and technical advice in general IT system engineering services in accordance with the latest International Council on Systems Engineering (INCOSE) Standards, the agency LCM/LALCF, and PROGRAM PM defined engineering approaches to ensure the PROGRAM satisfies client policy and process requirements.
-Provides services, technical advice, configuration, and maintenance of PROGRAM PM approved software test environments, to include their respective hardware (network/servers), software, and networked resources.
-Provides services, technical advice, and configuration control in ensuring GAT system baselines are modified only by specified personnel with authorized system access and only upon receipt of the appropriate documentation signed by an authorized party (e.g., the PROGRAM PM). As necessary additional system baselines may be added and required to be maintained.
-Provides services and technical advice in working with the Contract/Program Compliance Administration position, to maintain CM artifacts such as source code, V&V test data, software builds, and version release dates.
-Provides services and technical advice in interacting with other PROGRAM Contractors to help resolve installation and configuration issues in the GAT test environments, software development environments, and PROGRAM production environments, when required. Responsible for providing services and technical advice and participates in the development and the accreditation CCB meetings to provide open configuration item status updates and input on problem reports, change requests, and other configuration management elements.
-Provides services and technical advice in the building and maintaining a UAT environment, when required and scheduled.
-Provides services and technical advice in reviewing and providing feedback with recommendations on various network system designs [i.e., domestic laboratories, international laboratories, development/maintenance Contractor, 14 Criminal Justice Information Services (CJIS), etc.] ensuring that they comply with the latest NDIS security requirements.
-Provides services and technical advice in the designing of system configurations, when required.
-Provides services and technical advice in reviewing firewall rules for GAT, UAT, and PROGRAM production environment.
-Provides services and technical advice in providing reviews, feedback, and recommendations on Contractor’s Bill of Materials (BOM), when required.
-Provides services and technical advice in providing installation of the PROGRAM Software for V&V on a routine basis.
-Provides services and technical advice in testing the PROGRAM Software installation process and materials.
-Provides services and technical advice in the configuration control of government laptops.
-Provides services and technical advice in the oversight of PROGRAM laptop inventory and distribution to authorized personnel.
-Provides services and technical advice in the liaison between government software and hardware support entities and PROGRAM Software end-users, stakeholders, and administrators.
-Provides services and technical advice in assisting in the evaluation, implementation, and maintenance of any private or government cloud computing solution, when required.
-Provides services and technical advice in the recommended updates to the NDIS Security Procedure to ensure the minimum compliance with agency requirements.
-Assist in conducting NDIS Laboratories Security Audits, when required.
Common responsibilities/functions/activities in addition to regular duties/performance:
-Provides services and advice to government in the review, feedback, and approval recommendations for assigned deliverables.
-Provides services and advice in the identification, evaluation, monitoring, and resolution of program risks and issues.
-Provides services and advice to the government in preparing future program procurements, to include gap analyses.
-Provides services and advice including the attendance of local meetings and conferences, when required.
-Provides services and advice, to include travel and attendance at meetings and conferences, when defined by the PROGRAM COR. (local, national, and international). 15
-Provides technical presentations on assigned topics within defined timeframes and deadlines.
-Participates in the Continuity of Operations Plan (COOP) exercises in appointed role(s) and locations.
Performance Outcomes/Results:
-Advise and guide in the use of system engineered hardware, software, and networked systems in support of the PROGRAM.
-Provide and maintain hardware, network, and software version configuration templates, documents, and diagrams for GAT as changes occur.
-Provide input, maintenance, and execution within the current Governance Risk and Compliance (GRC) tool, when directed.
-Author and maintain GAT environment Infrastructure Standard Operating Procedures (SOP).
-Provide experience as a System Engineer in programs of similar scope, type and complexity including:
-Knowledge of configuring network firewalls and routers, establishing Virtual Private Networks (VPNs), and/or Virtual Local Area Networks (VLANs).
-Knowledge of Microsoft Active Directory to include Granting privileged Access, Configuring Active Directory Services (ADDS), Group Policy, Objects, Domain Name System (DNS), Dynamic Host Configuration Protocol (DHCP), File Sharing services.
-Knowledge of Intermediate or advanced PowerShell scripting.
-Experience installing, configuring, upgrading, and migrating to Windows Server/ SQL Server.
-Experience in Microsoft Office Suite (Word, Excel, and PowerPoint), Visio, and SharePoint (User).
-Experience in designing, developing, deploying, and/or migrating to cloud environments.
-Experience in setting-up, maintaining, and troubleshooting testing environments.
-Experience in providing Tier 3 support in an enterprise level, globally distributed, environment.
Basic Qualifications:
Minimum 5 years of experience as a systems engineer.
Top Secret clearance
Microsoft Certified Systems Engineer or equivalent certification.
Must work onsite in Quantico, VA.
