Duties

  • Serve as the group's senior advisor and expert technical authority to include maintaining the 340 FTG as a Test Bed capability for Air Reserve Components Network (ARCNet) and training programs.
  • Serves as the lead facilitator/analyst/coordinator/advisor for the development/management/maintenance of group mission essential tasks; provides oversight/guidance/assistance/advice on continuous improvement and compliance-related issues.
  • Serves as group funding resource and manpower advisor. Develops and executes annual spend plans encompassing all unit funding to include Reserve Personnel Appropriation (RPA), Military Personnel Appropriation (MPA), Operations & Maintenance (O&M) and special accounts, Program Objective Memorandums (POM) and Amended POM (APOM) requests, and new budget item justifications.
  • Exercises supervisory personnel management responsibilities. Keeps employees informed of management goals and objectives, as well as of changes in regulations, policies, and procedures governing the work.

  • Extensive travel away from the normal duty station on military or commercial aircraft is required.
  • Experience at a level higher than unit level (NAF or MAJCOM) is desirable
  • Rated Air Force aviator experience (e.g., pilot, navigator) is critical to the successful completion of the work.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Need to have white jet experience and Reserves experience. Highly encouraged in experience supervising civilians.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative or quantitative methods for the assessment and improvement of Air Reserve Components Network (ARCNet) and Air Force Reserve Command (AFRC) activities such as operations, mobilization, deployment, and re-deployment; developmental and operational testing; NAF, and MAJCOM exercises and experiments, acquisition, and long-range strategy for AFRC execution of the associate AETC IP mission, and acquisition in order to serve as expert technical advisor. Expert knowledge and skill in applying analytical and evaluative methods and techniques to issues, projects, or studies of program operations, skill in adapting to the measurement and improvement of program effectiveness and organizational efficiency or productivity and in developing new or modified work methods, organizational structures, management processes, and/or program procedures. Knowledge of ARCNet program goals and objectives, the sequency and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events and the relationship of the various associate AETC IP entities involved in overall program planning and execution of military operations and evaluations. Knowledge of associate AETC IP programs, mission, and goals and objectives, sufficient to analyze programs, methods, and procedures and offer recommendations to improve effectiveness of programs and processes. Knowledge of Air Force Reserve Command (AFRC) Air Reserve Components Network (ARCNet) systems and testing and evaluation of upgrades within the program. Knowledge of and skill in designing and conducting comprehensive studies and developing solutions to broad, important, and severe Air Force operational and contingency areas. Knowledge of Planning, Programming, and Budgeting processes to include management of manpower funds and skill in analyzing and evaluating a variety of budgetary regulations and programs to provide managers and supervisors with insight and direction within the planning, programming, and budgeting cycle and the Program Objective Memorandums/Amended POM (POM/APOM) process.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of qualitative or quantitative methods for the assessment and improvement of AETC activities such as operations, mobilization, deployment, and re-deployment; NAF and Major Command (MAJCOM) long-range strategy for AFRC execution of the AETC mission.
  • Knowledge of Air Force AETC program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events and the relationship of the various AETC entities involved in overall program planning and execution of military operations and evaluations.
  • Knowledge of AETC doctrine, programs, mission, goals and objectives, sufficient to analyze programs, methods, and procedures and offer recommendations to improve organizational effectiveness of programs and processes.
  • Knowledge of overall performance planning and continuous improvement systems and processes and knowledge of management principals, policies, and procedures related to policy deployment items such as Air Force Strategic Planning and Continuous Improvement processes. Knowledge of management principles, organizational theory and standardized administrative practices to conduct studies, validate requirements, evaluate organizational effectiveness, and comply with accepted practices.
  • Knowledge of planning, programming, and budgeting processes for Air Force Reserve component forces to include management of manpower funds and skill in analyzing and evaluating a variety of budgetary regulations and program to provide managers and supervisors with insight and direction within the planning, programming, and budgeting cycle and the POM/APOM process.
  • Ability to communicate effectively both orally and in writing, negotiate complex issues, maintain good working relationships, prepare and deliver briefings, lead discussions, motivate personnel, conduct workshops and seminars and prepare project and staff reports.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
