Duties

  • You will serve as a Lead Financial Management Analyst working in Department of the Navy financial systems, with advanced proficiency in Navy ERP (N-ERP) as the system of record.
  • You will leverage Navy ERP (N-ERP) and other system tools (e.g., BW, Advana/Jupiter Qlik-based dashboards, PBIS, CDASS, Shared Data Warehouse SDW, Electronic Data Access EDA, DCAS, DCPDS)
  • You will demonstrate expert-level financial stewardship through planning, justification, defense and execution of the direct appropriations and Navy Working Capital Fund (NWCF) budgets in accordance with OMB Circular A-11 and DON guidance.
  • You will apply financial expertise to naval aviation programs, program management activities (PMAs) and NWCF mission areas, ensuring resources are aligned with operational requirements and strategic priorities.
  • You will maintain a strong command of NWCF financial controls, including new order acceptance, carryover management, execution monitoring to ensure compliance, sustainability, and optimal financial performance.
  • You will leverage N-ERP to budget and execute funding from cradle to grave, planning, resourcing and acceptance through execution, closeout, and final reconciliation, ensuring funds are executed in accordance with fiscal law and internal controls.
  • You will collaboratively develop others' capabilities by training to extract, clean and transform large, complex data sets from N-ERP, guiding in the effective use of Excel and Advana/Jupiter to validate data, identify trends and reconcile variances.
  • You will respond to NAWCAD leadership inquiries with timely, well supported information, exercising sound judgement in the interpretation of financial data, policy and procedures.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) performing in-depth financial management analysis, identify discrepancies, support internal controls, and improve financial processes 2) applying comprehensive knowledge of end-to-end transaction processing to build project structures, plan funding, create or amend funding documents, reconcile/validate transactions, execution monitoring and reporting 3) effectively produce financial products that integrate quantitative and qualitative analysis to evaluate budget and execution, cost performance, and alternate course of action. 4) demonstrating expert-level accountability by establishing and reinforcing clear expectations for deadlines, accuracy, and compliance across all financial management activities in accordance with policy and guidance resulting in improved data quality and reduced rework. 5) exhibiting personal ownership for assigned financial products and outcomes by proactively managing deliverables, validating data integrity and ensuring all analyses is accurate and complete.
