Description

The Resource Analyst - Level III provides senior-level financial and programmatic resource support to Agency leadership and customers. This role involves strategic planning, budget formulation and execution, program analysis, and financial oversight for complex and highly sensitive programs. The analyst ensures effective resource allocation, supports budget development cycles, and provides data-driven recommendations to leadership in support of mission priorities.

Key Responsibilities

Budget Formulation & Execution

  • Support the annual budget development process, including preparation of the Program Budget Submission (PBS) and Congressional Budget Justification Book (CBJB).
  • Develop, prepare, and submit budget exercise materials that clearly define program goals, requirements, costs, and schedules.
  • Monitor program execution to ensure alignment with approved funding levels and mission objectives.
  • Identify and implement resource realignments and cost-efficient strategies to support evolving mission needs.
  • Maintain full awareness of resource requirements across execution year and budget out-years.

Program Analysis & Strategic Planning

  • Provide strategic financial and programmatic guidance to Agency stakeholders on moderately to highly complex resource issues.
  • Develop long-range resource plans aligned with organizational goals and mission priorities.
  • Conduct analytical studies to evaluate program performance, funding requirements, and operational effectiveness.
  • Assess Agency initiatives and recommend appropriate funding levels based on program analysis.
  • Develop performance measures and assist leadership in evaluating program effectiveness.

Financial Reporting, Briefings & Documentation

  • Prepare briefings, talking points, reports, memoranda, and other materials to communicate resource requirements and program status to senior leadership.
  • Support responses to Congressional inquiries, ad hoc taskings, and external reporting requirements.
  • Create and maintain documentation supporting resource decisions, analyses, and program direction.
  • Lead or participate in meetings and briefings, presenting findings and responding to leadership questions.

Data Analysis & Resource Management Systems

  • Analyze resource and financial data from multiple systems and corporate repositories.
  • Develop databases, analytical tools, and reporting methods to support program management and decision-making.
  • Ensure data integrity, consistency, and compatibility across financial systems and reporting platforms.
  • Identify and resolve discrepancies in financial or resource data.
  • Recommend improvements to financial systems, reporting processes, and resource tracking methodologies.

Coordination & Stakeholder Engagement

  • Coordinate with Agency components, resource managers, and policy stakeholders to ensure integrated resource planning and execution.
  • Support senior management by providing analytical insight and recommendations.
  • Establish and maintain effective working relationships across organizational and functional boundaries.
  • Support implementation of decision support tools, methodologies, and resource management best practices.

Additional Responsibilities

  • Maintain awareness of relevant statutes, regulations, and policies related to federal budgeting and resource management.
  • Support research and analysis in response to leadership and mission-driven requirements.
  • Provide ongoing program support and perform additional duties as assigned.

Requirements

  • Active Top-Secret clearance with Lifestyle Polygraph (required).
  • Minimum of eight (8) years of progressively responsible professional experience in project or program management, quantitative analysis, financial analysis, or structured analytical roles involving complex data manipulation and interpretation.
  • OR minimum of eight (8) years of progressively responsible experience comparable to a developmental Cost Estimator, full performance Cost Estimator, Level II Resource Analyst, or equivalent analytical resource management role.
  • Demonstrated experience supporting budget formulation, financial analysis, resource planning, and program execution.
  • Proven ability to analyze complex financial and programmatic data and provide actionable recommendations to support mission objectives.
  • Experience preparing reports, briefings, and documentation for senior leadership and stakeholders.
  • Strong analytical, organizational, and problem-solving skills with the ability to manage multiple priorities effectively.

Education:

  • Bachelor's degree in Business Administration, Financial Management, Financial Analysis, Quantitative Analysis, Social Sciences, or a closely related field required.
  • Master's degree in Quantitative Analysis, Financial Analysis, Social Sciences, Business Administration (MBA), or a closely related field preferred.
  • A Master of Business Administration (MBA) or relevant master's degree may substitute for up to two (2) years of applicable work experience at the developmental or full performance level.
