ENSCO is seeking a senior, experienced leader to serve as Division Manager for its contract-based inspection and maintenance planning services business. This role is responsible for building, scaling, and operating ENSCO's services portfolio, including track inspection, rollingstock inspection, and maintenance planning services.
The Division Manager is a key growth leader within ENSCO, operating with full accountability for the services business while working closely with product, platform, digital, and R&D leadership to ensure continuous pipeline of innovation and strong alignment across the enterprise.
This role is based in Vienna, Virginia, and requires regular in-person collaboration with ENSCO leadership, engineering, and operations teams.

Key Responsibilities
Business & P&L Leadership
- Own P&L accountability for ENSCO's services business, including track inspection, rollingstock inspection and maintenance planning services.
- Develop and execute strategies to scale the services business, with a focus on recurring revenue growth, customer outcomes, and operational performance.
- Establish operating cadence, performance metrics, and accountability frameworks for the services organization.
Services Operating Model
- Lead the evolution of ENSCO's services business toward scalable, contract-based and outcome-driven service models.
- Ensure clear interfaces and coordination between services, product/platform teams, and delivery organizations.
- Oversee service design, deployment, and execution to deliver consistent, high-quality customer outcomes.
Technology, Product, and Data Enablement
- Serve as a primary source of operational requirements, use cases, and field-generated data to inform ENSCO's technology, product, and AI priorities.
- Partner closely with product, digital, and R&D teams to pilot, validate, and scale service-enabled capabilities.
- Leverage services operations to accelerate data generation that supports analytics, AI, and autonomy initiatives.
Innovation & Capability Development
- Champion innovation within the services organization, including piloting new service models, operational approaches, and technology-enabled capabilities.
- Work in close partnership with product and digital teams, who retain ownership of product roadmaps and architecture, to bring service-driven innovations to market.
- Drive continuous improvement through adoption of new technologies and best practices.
M&A and Strategic Partnerships
- Play a leading role in identifying and shaping potential acquisitions and strategic partnerships that enhance ENSCO's services capabilities.
- Build business cases and collaborate with enterprise leadership on evaluation, approval, and integration planning.
- Support partnerships that accelerate access to service-enabling technologies and data.
Customer & External Engagement
- Act as a senior leader engaging directly with railroad customers to support service growth, pilots, and long-term partnerships.
- Collaborate with enterprise leadership on broader industry, regulatory, and stakeholder engagements as appropriate.
- Represent ENSCO's services capabilities in strategic customer and industry discussions.
Team Leadership
- Build, lead, and develop a high-performing services organization with strong operational, engineering, and commercial capabilities.
- Foster a culture of accountability, collaboration, innovation, and customer focus.
- Attract, develop, and retain top talent to support growth and scaling objectives.
Qualifications Required:
- Master of Science in Civil Engineering or equivalent.
- 10+ years of progressive experience in railroad engineering, rail inspection, rail infrastructure, or related technical domains.
- 10+ years of executive-level leadership experience, including responsibility for complex, multi-disciplinary teams and business operations.
- Demonstrated experience leading contract-based and recurring service businesses, including P&L accountability.
- Proven experience working with and/or directing technology product development organizations, translating operational and customer needs into product, platform, and system requirements.
- Strong understanding of service delivery models, field operations, and customer-facing execution in regulated or safety-critical environments.
- Experience partnering across product, platform, digital, and R&D organizations within an enterprise operating model.
Qualifications Desired:
- Experience with technology-enabled inspection systems, sensing platforms, or data-driven services.
- Experience supporting M&A activities and strategic partnerships in a services or technology context.
- Familiarity with Class I railroad operations, standards, and customer environments.
