Responsibilities include (but are not limited to):
- Experience as a deployed intelligence analyst in support of SOF.
- Maintain situational awareness of current employment of NSW Operations.
- Maintain up-to-date awareness on, and access to, intelligence reporting
- channels, intelligence storage locations, and intelligence analysis tools for all networks at Government sites.
- Develop Joint Intelligence Products Related to SOF Operations.
- Develop intelligence specific scenarios and prepare intelligence reports to support theater commands PIRs, and other lines of effort in an exercise environment.
- Develop exercise scenarios, story lines and intelligence reports consistent with the overall exercise scenario and training objectives to develop the Master Scenario Events List (MSEL) tool and ensure intelligence products are released in accordance with the MSEL.
- Develop an executive level Playbook for each line of effort consisting of exercise design narrative, exercise objectives, Macro schedule/scenario timeline, synchronization matrix, force laydown, command relationships, operational environment, battlefield geometry, frequently used acronyms and terminology.
- Script additional events to enhance the overall scenario by including but not limited to, Road-to-Crisis brief, Scenario Overview briefing, and Scene Setter briefing.
- Track training audience responses to injects and aid lane graders with inputting feedback into the Exercise Directors tracking tool of choice (i.e. JTT, Excel, Word, etc.). When necessary, conduct dynamic scripting to return the storyline to its original course. Support scenarios development with intelligence products during the JELC as required.
- Develop, prepare, staff, and publish administrative/exercise documents and reports.
- Develop and refine exercise intelligence scenarios using current/evolving doctrine
- and training audience feedback.
- Conduct research on current world situation and analysis of training manuals,
- lessons learned, and tactics, techniques, and procedures (TTPs) to prepare training objectives for the exercise program.
- Other tasks and activities as deemed necessary by the exercise planning cell leadership to include:
- Full spectrum exercise design and development.
- Tailored scenario construction.
- Synchronize scenario (operational objectives, intelligence, and synthetic geography).
- Synchronize scenario to integrate multiple and disparate units and organizations.
- Plan and coordinate battle functions and effects to support operations.
- Complete script writing services.
- Realistic and relevant Operational products (DEPORDS, TASKORDS, WARNORDS, OPORDS, FRAGORDS, etc.) for use in scenario Operational Injects (with branch and sequel developments).
- Battle Rhythm planning and implementation modules.
- Proficient with Exercise Control Group (ECG) management tools such as SharePoint, mIRC, Palintir, JTT, and WINTAK, AIDE/ARES, iSpy, ChatSurfer, UVDS, and USSOCOM's Mission Command System among others.
- Participate in After-Action Reviews (AARs) as directed to achieve a clear and mutual understanding of all requirements and identify and resolve any potential issues. The contractor shall be prepared to discuss any items requiring clarification and gather information as necessary to support each deliverable in a written summary of the AAR sessions.
Qualifications
Qualifications:
- Five or more years' experience in SOF or Joint special operations plans, operations, training, or exercise positions at JSOTF, SOJTF, JSOC or TSOC level.
- Experience in exercise and scenario design.
- Significant analytical, planning, organizational coordination, negotiation and directing skills to ensure requirements are satisfied.
- Familiar with Joint SOF Operational and Strategic Operations.
- Valid state-issued driver's license compliant with REAL ID Act of 2005 and/or a valid U.S. passport.
- TS/SCI Clearance.
