Overview

The Journeyman Program/Budget Analyst will assist the Program Management Office (PMO) Uncrewed Aircraft Systems (UAS) International Project Office (IPO) in the performance of all efforts regarding the Budget Execution System (the "E" in PPBE) activities (except cost analysis functions) in support of Foreign Military Sales programs.

Responsibilities

The Program/Budget /Administrative Analyst shall be co-located with the UAS PMO IPO, report to the UAS PMO IPO Deputy Director, and perform the following duties:
  • Assist in executing all FMS-Admin and case funding; Execute FMS-Admin funds IAW the initial Obligation Plan submitted by the BPPM; Accept requests for deviation from the BPPM, and with BPPM coordination/ direction/guidance offers appropriate Courses of Action (COA) for resolution; Prepare funding documents as required to support UAS PMO IPO procurement actions such as Procurement Work Directives (PWDs), Intra-Army Order for Reimbursable Services, and Military Interdepartmental Purchase Requests (MIPRs) to support Case Execution; Use of GFEBS web-based financial management system and LMP for the execution of various budgeting and financial accountability tasks.
  • Input new, amended, and modified PAS into the Integrated major Pricing Analysis and Reporting Tool (IMPART) system; Post actual execution to PAS in coordination with SAMD.
  • In concert with Case Execution, coordinate with United States Army Security Assistance Command (USASAC) for Obligation Authority.
  • Tracks obligations of PWD/MIPR/Requisitions (REQ); Review and evaluate status of commitments, obligations, expenditures, and disbursements.
  • Update Financial Ledgers, (Black Books) tracking commitments, obligations, and disbursements for each FMS Case and FMS Admin.
  • Reconcile FMS budget (case lines) against contracting for materials and services, and their deliveries.
  • Participate in UAS PMO IPO internal/external meetings, as required.
  • Prepare various financial related reports.
  • Assist in the closure of PM UAS-managed case lines for items and services with SAMD, to include contract reconciliation.
  • Assist with the performance of office administrative functions within the UAS PMO IPO.
  • Respond to all PEO taskers/questions related to current year FMS-Admin funds.
  • Other duties as assigned.


Qualifications

Required Skills/Abilities:
  • Bachelor of Science degree.
  • 6+ years of experience in Financial Management, Accounting, or Business.
  • Excellent verbal and written communication skills to interface with government officials and contractors.
  • Proficient in use of computers, computer peripherals, and the use of various word-processing software including the Microsoft Office suite.
  • Ability to manage time and prioritize tasks.
  • Ability to work with minimal supervision.
  • U.S. Citizenship Required
  • Active DoD Secret Security Clearance and ability to maintain a clearance required.
  • Travel Requirements up to 10%.

  • Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.
  • Regular i3 hours are 8:00 a.m. - 5:00 p.m. Monday-Friday, however, additional hours may be required on occasion. Regular and punctual attendance is required.
