Program Summary

Job Summary

As a Property Management Specialist, you will be assigned to a Property Book Office to assist the Property Book Officer and Property Book Technician with all Property Book processes required for maintaining accountability and readiness within the unit, supporting mission effectiveness, and compliance with Army regulations.

Roles and Responsibilities
  • Assist the Property Book Officer and the Property Book Technician with the following processes:
  • Account for All Property: Maintain accountability of all unit and organizational property, ensuring every item is tracked accurately and assigned to the correct person or department. Process transactions in the Global Combat Support System - Army (GCSS-Army), the Decision Support Tool - Sourcing Module (DST-SM), the Force Management System (FMSWeb), and the electronic Financial Liability Investigation of Property Loss (eFLIPL); Army War Reserve Deployment System (AWRDS), and other Logistics Modernization Program (LMP) systems provided by the US Government.
  • Manage Property Book Records: Keep an accurate and up-to-date property book using the Global Combat Support System - Army (GCSS-Army) software. This includes all sensitive and non-sensitive items.
  • Issue and Track Hand Receipts: Ensure all property is issued via hand receipts to responsible personnel, keeping records of who has custody of each item and updating these records whenever there is a change.
  • Conduct Regular Inventories: Organize and execute scheduled and unscheduled inventories (quarterly, cyclic, and annual) to verify the physical location and condition of all items, identifying and resolving any discrepancies.
  • Coordinate Equipment Transfers and Turn-ins: Handle lateral transfers, turn-ins, and disposals as necessary, ensuring proper documentation is completed and accountability is transferred accurately. Utilize the DST to vet and plan excess equipment to be turned in or transferred to other Units. Facilitate equipment fielding for ForceMod and new equipment.
  • Oversee Maintenance of Equipment: Coordinate with maintenance personnel to ensure all equipment is serviced regularly and is in good working condition, keeping records of all maintenance activities.
  • Prepare for Inspections and Audits: Maintain records and property in an inspection-ready state, working closely with command staff and inspectors to facilitate smooth audits and ensuring compliance with Army regulations. Support the implementation of the Command Supply Discipline Program (CSDP) and Army management controls.
  • Process Loss Reports and Statements of Charges: Investigate any missing or damaged property, prepare loss reports, and initiate Statements of Charges (DD Form 362) or Financial Liability Investigations of Property Loss (FLIPL) as required by regulations.
  • Advise Commanders on Property Issues: Provide guidance and recommendations to commanders regarding property status, potential shortages, surplus items, and regulatory changes affecting property accountability. Validate current and future MTOE requirements in FMSWeb.
  • Conduct Change of Command Inventories: Lead change of command inventories to transfer accountability when there is a new commander, ensuring a full inventory and handover of all accountable items.
  • Train Unit Supply Personnel: Train supply sergeants and other personnel on property accountability procedures, software systems, and Army supply regulations to ensure consistency and accuracy across the team.
  • Prepare and Submit Reports: Submit routine reports to command and higher headquarters, including reports on inventory status, discrepancies, and property changes as required by regulations.
  • Track Expendable and Non-Expendable Items: Differentiate between expendable, non-expendable, and durable items in the property book, managing each category according to regulatory requirements.
  • Ensure Compliance with Army Regulations: Follow Army regulations such as AR 735-5, AR 710-2, and any other relevant guidelines for property accountability, ensuring all procedures align with Army standards.
  • Resolve Property Discrepancies: Investigate and resolve discrepancies between records and physical inventory, working to rectify errors and maintain accurate records for future inspections and audits.


Basic Qualifications (Required Education, Experience, Skills, and Certifications)
  • Must be able to pass a U.S. Government background investigation and obtain a NACI. Due to this, you must be a U.S. Citizen or a U.S. Green Card holder who has lived within the United States for at least the last 3 years to be eligible for this position.
  • Must currently have or possess the ability to obtain and maintain a Secret clearance
  • Must have an Army MOS 92Y, 920A, or equivalent or a bachelor's degree and at least 2 years of related experience. A High School Diploma and an additional 2 years of experience may be considered in lieu of a degree.
  • Must have experience using GCSS-Army, DST-SM, FMSWeb, eFLIPL, AWRDS), and other LMP systems.
  • Requires GCSS-A Training Certifications for supply and property operations.
  • Requires a valid passport with at least 12 months of validity and 6 blank pages.
