Contracts Administrator / Contracts Manager
Location: Mclean, VA (Hybrid)
Clearance: Public Trust or ability to obtain
Experience: 5+ Years in Federal Government Contracting
Preferred: Paralegal or JD; bid protest and contract negotiation background

Position Overview
We’re hiring a Contracts Administrator/Manager who can run a federal contracting shop with accuracy, speed, and judgment. This role requires someone who can manage a small contracts staff, lead cross-functional coordination, and stand toe-to-toe with strong, opinionated leaders while maintaining clarity, professionalism, and control.

This position is ideal for a candidate with paralegal or JD training who wants to apply legal reasoning to GovCon operations, proposal support, negotiations, and bid protest strategy.

Key Responsibilities

Leadership & Management
- Supervise, mentor, and develop contracts specialists, subcontract admins, and proposal compliance staff
- Set priorities, manage workload distribution, and enforce deadlines
- Establish repeatable processes for contract review, compliance, and documentation
- Provide steady decision-making under pressure or when facing strong personalities
- Serve as the authoritative point of contact for contracts issues across the company

Working with Executive / Headstrong Leaders
- Communicate contract risks and options clearly to executives, PMs, and technical leads
- Hold your ground when negotiating terms, scope, or compliance requirements
- Translate legal/contractual issues into business terms
- Facilitate alignment between BD, capture, delivery, finance, and partners

Pre-Award
- Analyze solicitations and identify compliance gaps, risks, ambiguities, and negotiation angles
- Lead T&Cs reviews, FAR/DFARS interpretation, bid/no-bid inputs
- Prepare and negotiate teaming agreements, NDAs, subcontractor flowdowns, OCI statements
- Support proposal compliance, PECP inputs, certifications, pricing assumptions
- Conduct legal-style research on clauses, protests, and agency decisions

Bid Protest / Legal-Oriented Work (Preferred)
- Evaluate award decisions for protest vulnerability
- Support drafting protest analysis and internal strategy
- Research GAO/COFC decisions to improve capture strategies

Contract Negotiation
- Lead negotiation of prime contracts, subcontracts, mods, and flowdowns
- Protect company interests regarding IP, liability, rate structures, and deliverables
- Align terms with finance and operational constraints

Post-Award
- Conduct contract kickoffs, briefs, and internal handoffs
- Track deliverables, funding, mods, options, and reporting
- Manage subcontracts and subcontractor performance
- Prepare contract modifications, REAs, and formal communications
- Maintain full audit-ready contract documentation

Qualifications
- 5+ years federal contracting experience
- Strong mastery of FAR, DFARS, agency supplements
- Experience managing junior staff
- Proven ability to collaborate with strong-willed senior leaders
- Skilled in drafting, negotiating, and interpreting complex terms
- Experience with proposals, compliance, and pricing models
- Strong written communication skills

Preferred:
- Paralegal certificate or JD
- Bid protest experience
- Subcontract management
- Knowledge of socio-economic programs
