Qualifications
GS-05:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
GS-07:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the Federal service or equivalent experience in the private or public sector utilizing knowledge of contract administration principles, policies, regulations, practices, or procedures. In addition to the above basic requirement, in lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-07:1 full academic year of graduate education or law school or a bachelor's degree with superior academic achievement
GS-09:2 full academic years of progressively higher level graduate education or master's or equivalent graduate degree or LL.B. or J.D.
NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.

- At the GS-5/7/9 you will perform developmental duties as assigned. At the Full Performance Level (GS-12), you will perform the following:
- You will resolve problems inherent in the contracting and teaming processes and provide training to junior team members.
- You will coordinate contractor's requests for waivers or deviations from contract specifications.
- You will perform comprehensive acquisition planning, analysis, and negotiation for repair and/or spare parts acquisitions in support of managed equipment.
- You will develop the contractual strategy and acquisition plan utilizing various innovative contracting vehicles.
- You will evaluate requests for equitable adjustment and special financing provisions.
- You will negotiate changes in price(s), terms and conditions due to contract modifications, supplementary agreements, settlements from change orders due to defective specifications, changed site conditions(s), etc.
