Duties
DUTY 1: Manages SUAS and C-SUAS program for the Missile Security Operations Squadron and the Security Forces Group.
DUTY 2: Conducts long-term planning, workload management, functional/technical advice and guidance, and continuity of operations for the unit-level SUAS and C-SUAS program. Establishes SUAS and C-SUAS operational continuity.
DUTY 3:Manages all SUAS and C-SUAS program software and equipment logistics. Performs on-hand accountability and record keeping of program-related equipment which requires operating Government Owned Vehicles (GOV) as part of assigned duties.
DUTY 4: Critical Serve as the training authority and expert on all matters involving modernization and programming of SUAS and CSUAS. Creates, builds, maintains, monitors, and updates training guidance and training plans for all SUAS-O personnel.
DUTY 5: Exercises supervisory personnel management responsibilities for a limited staff. Exercises supervisory personnel management responsibilities for a limited staff. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a broad range of concepts, principles, practices, procedures, regulations, and laws applicable to a full range of ground-based, aircrew flying guidance. A comprehensive, practical knowledge of training concepts, methods, and techniques is required to develop and plan a variety of security, aerial surveillance modules associated with highly technical operator training and of International Civil Aviation Organization (ICAO), Federal Aviation Administration (FAA), and ATC aviation rules, regulations, equipment, and operating procedures.

EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of the concepts, principles, practices, standards, methods, techniques, materials, and equipment associated with aerial surveillance SUAS and C-SUAS programs. Knowledge of military, Federal Aviation Administration, or International Civil Aviation Organization (ICAO) SUAS regulations and operating procedures, expert knowledge of flight operations (manned or unmanned) and working knowledge of fixed and deployable C-SUAS equipment and technology is critical to the successful performance of the work. Knowledge of the laws, rules, regulations, and procedures governing the conduct of Air Traffic Control (ATC) operations and the separation of aircraft in terminal radar approach control and control tower operations, and of the functional and operational limitations of ATC equipment such as: radar systems, navigational aids, weather indicators, remote status indicators, radios, landlines, recording equipment, ATC simulation systems is highly desired. Comprehensive knowledge of OSD, AF, USNORTHCOM and other COCOM or MAJCOM SUAS and C-SUAS regulations, policy, directives/instructions and guidance, and the relationship of the various DoD entities involved in overall planning and execution of military operations and evaluations, as well as a working knowledge of joint and allied services military organizations, procedures, and policy as related to SUAS and C-SUAS operations. Skill in review and analysis techniques and methods to appraise assigned aerial surveillance programs or projects; identify needs and solutions; develop goals, policies, and procedures; monitor progress; and evaluate success. Skill in application of aerial surveillance training techniques and principles to both help develop training operators acquire knowledge in operation of SUAS and C-SUAS systems as well as develop additional competent trainers for the same purpose. Ability to plan, organize, and lead others in studies or projects; clearly and cogently present data and recommendations; and advocate to leadership for acceptance and implementation of recommendations where proposals involve unprecedented programs where little, or no guidance exist and where substantial resources or extensive changes in established concepts and procedures.
OTHER SIGNIFICANT FACTS:The employee must be able to obtain and maintain a Secret security clearance. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. May occasionally be required to work other than normal duty hours. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Department of Defense Security Fundamentals Professional Certification (SFPC), Security Program Integration Professional Certification (SPIPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13- M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve (IAW DoDD 1200.7, "Screening the Ready Reserve). This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
