The Senior Contract Analyst will support a government agency's Enterprise Network and Voice Services by providing contract management, pricing analysis, and technical advisory services related to voice, data, and unified communications services under the GSA Enterprise Infrastructure Solutions (EIS) contract and other telecom contracts. The role focuses on evaluating contractor deliverables, service requests, pricing submissions, and Task Order Modifications (TOMods) to ensure compliance with contract terms, federal acquisition regulations, and government mission needs.
This position serves as a trusted advisor to Contracting Officers (COs), Contracting Officer's Representatives (CORs), Program Managers (PMs), Legal, and senior government stakeholders.

Key Responsibilities:
- Review, analyze, and validate contractor deliverables and proposals related to telecom services to ensure compliance with contracts and task orders.
- Evaluate Task Order Modifications (TO Mods), Task Order Unique CLINs (TUCs), and Individual Case Basis (ICB) service requests, ensuring technical alignment, pricing accuracy, and correct use of EIS pricing constructs and other telecom contracts.
- Conduct fair and reasonable price analyses for voice and network services, including benchmarking, rate validation, and comparison against awarded EIS pricing and approved price tables.
- Verify that contractor price tables, service quotes, and invoices align with contract and/or TO-awarded pricing and remain accurate throughout the period of performance.
- Provide written evaluation documentation and pricing recommendations to the government COs and CORs to support contract actions, negotiations, and determinations.
- Serve as second-level review support for government personnel by reviewing initial and revised service quotes for completeness, correctness, and compliance.
- Support the preparation, review, and modification of contracts and TOs to add or refine service requirements and pricing structures.
- Assist in the development of new CLINs, pricing constructs, and requirements language for new or evolving ENS services.
- Identify, document, and elevate contractor compliance issues related to pricing, deliverables, performance, or EIS contract adherence, coordinating with government stakeholders and GSA program offices as needed.
- Provide subject matter expertise on EIS service constructs, telecommunications industry best practices, evolving standards, and federal network policies.
- Support price refresh activities and economic price adjustment reviews prior to option year exercises, including negotiation support for the CO.
- Monitor contractor performance related to schedules, deliverables, documentation quality, cybersecurity compliance, and service delivery outcomes.
- Maintain organized contract files, analyses, correspondence, and supporting documentation in accordance with government records management and audit requirements.
- Communicate clearly and professionally with technical and non-technical stakeholders through written reports, briefings, and meetings.
- Support the development of workflows and tools used in functions described above.
Required Qualifications:
- Bachelor's degree in Business, Information Systems, Telecommunications, Information Technology, or a related field.
- Experience supporting federal telecommunications or network services contracts, preferably under GSA EIS, Networx, or similar enterprise network programs.
- Working knowledge of VoIP, Unified Communications, WAN/LAN services, and managed network service constructs sufficient to evaluate contractor proposals and pricing.
- Demonstrated experience conducting price analysis and fair-and-reasonable determinations for federal Task Orders and contract modifications.
- Familiarity with federal acquisition processes, Task Order administration, CLIN structures, and contract compliance.
- Strong analytical, documentation, and organizational skills.
- Excellent written and verbal communication skills, including experience briefing government stakeholders.
Preferred Qualifications:
- Experience supporting large civilian agency enterprise network programs.
- Familiarity with GSA EIS pricing models, ICB services, and Task Order Unique CLINs (TUCs).
- Experience supporting COs, CORs, PMs, and Legal on telecommunications contract matters.
