Shields Point, LLC a subsidiary of Alutiiq, LLC has a potential opportunity for an (OCONUS) HNP Anti-Gang/Place-Based Strategy Advisor. The HNP Anti-Gang/Place-Based Strategy Advisor provides strategic advice and operational guidance to senior HNP leadership on anti-gang operations, territorial stabilization, and place-based policing strategies with an emphasis on operations in the West Department. This position serves as the lead advisor on integrity screening for Project 4000 (P-4000) recruits and new officer cohorts, ensuring vetting standards are maintained during surge recruitment efforts.
The advisor works closely with HNP to develop and implement place-based strategies that enable the HNP to establish and maintain territorial control in gang-affected areas, coordinating operations to counter gang influence and ensuring that cleared areas are adequately staffed and secured to prevent gang reoccupation.

- The advisor is responsible for deployment planning and operational integration of new cohorts into existing HNP units, serving as the primary point of contact for zone command integration, embedding officers into operational units, and aligning platoon-level deployments with territorial stabilization objectives.
- The advisor provides guidance on command-and-control structures, operational sequencing, and operational tempo during force expansion to ensure new officers are effectively integrated into anti-gang operations while maintaining operational effectiveness.
- The advisor serves as lead advisor on integrity screening and vetting processes for P-4000 recruits and all personnel assigned to anti-gang operations, working closely with HNP leadership, the Inspector General, and INL vetting personnel to ensure that officers deployed to sensitive anti-gang missions meet integrity and professional standards.
- The advisor coordinates all activities with INL Haiti, attends regular meetings at the Embassy with INL Haiti and other U.S. Embassy offices, and prepares written monthly reports detailing activities undertaken, operational developments, integrity screening progress, deployment planning, and assessments of challenges and successes relating to the HNP's anti-gang initiative and place-based strategy implementation.
- Gang Operations and Territorial Stabilization: advise INL leadership on anti-gang operations, place-based policing strategies, and territorial stabilization efforts in the West Department and beyond, working with HNP Task Force leadership to develop strategies that establish and maintain territorial control in gang-affected areas and prevent gang reoccupation of cleared zones.
- Deployment Planning and Operational Integration: Lead deployment planning and operational integration of new P-4000 officer cohorts into existing HNP units, serving as primary point of contact for zone command integration, embedding officers into operational units, aligning platoon-level deployments with territorial objectives, and advising on command-and-control structures, operational sequencing, and operational tempo during force expansion
- Integrity Screening and Vetting: Serve as lead advisor on integrity screening and vetting processes for P-4000 recruits and all personnel assigned to anti-gang operations, working with HNP leadership, Inspector General, and INL vetting personnel to develop screening protocols and ensure officers deployed to sensitive missions meet integrity and professional standards while balancing rapid recruitment needs with maintaining force integrity.
- Prepare regular reports for INL Haiti including drafting sections of various program requests.
- Advises HNP officials on gathering, monitoring, and providing up-to-date information on the nature of gang activity, the risk factors of its presence and the protective factors to mitigate its existence.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
- Bachelor's Degree or higher is required.
- Pursuant to the Government Contract, you must be a U.S. Citizen.
- At least 10 years of law enforcement experience in a police agency
- Anti-Gang unit experience in an urban setting
- On active duty or retired from a bona fide police or sheriff's department.
- Have held at least the rank of Sergeant or similar for at least two years; Lieutenant or higher preferred.
- Demonstrated leadership in policing, preferably in an international setting.
- Previous international experience in police operations.
