Description

SAIC, a leading provider of systems development & deployment, targeting & intelligence analysis, systems engineering & integration, and training capabilities and solutions for the Intelligence Community, is seeking a dynamic Acquisition Specialist to support a fast-paced United States Government (USG) microelectronics customer in Chantilly, VA.

This position requires an agile acquisition specialist who can keep pace with rapidly evolving microelectronics programs. This person will be instrumental in accelerating the acquisition lifecycle from initial documentation through contract award and execution, ensuring that critical microchip technology development efforts maintain momentum without sacrificing compliance or quality.

This work will involve working alongside the government's engineering staff to perform the following:
  • Draft, review, and expedite acquisition documents including statements of work, procurement packages, and supporting materials
  • Collaborate closely with contracting offices to rapidly move agreements, modifications, and program-related actions through approval and award processes
  • Streamline acquisition workflows to support the customer's mission of designing, building, and operating national security-related systems based in space, in the air, and on the ground
  • Provide SETA support to programs that develop and mature cutting-edge microchip technology from industry, academia, and applied research into demonstrably mature capabilities ready for insertion into system program baselines
  • Navigate complex acquisition requirements while maintaining the speed and flexibility essential to supporting next-generation national security systems

The Ideal Candidate is an acquisition professional with engineering project experience who understands that in the microelectronics domain, speed matters. This candidate should thrive in fast-moving environments , can anticipate acquisition needs, proactively resolve bottlenecks, and maintain strong relationships with contracting personnel to ensure seamless execution from requirement to award.

Roles and Responsibilities
  • Support government program managers in microelectronics/semiconductors R&D execution and hardware transition to flight development programs
  • Produce acquisition documentation (SOWs, J&As, CDRLs, RFPs, /RFIs, IGCEs) that advance programs
  • Translate technical information into clear, accurate documentation, with sufficient technical acumen to collaborate effectively with engineering teams
  • Structure contract vehicles (IDIQs, BPAs, OTAs) optimized for microelectronic/semiconductor R&D
  • Advise on source selection activities, including evaluation criteria, selection plans, and risk mitigation
  • Establish strategic partnerships across DoD, NASA, National Labs, universities, and industry through MOUs, MOAs, OTAs, TIAs, CRADAs, IAAs, and MIPRs
  • Develop teaming arrangements and consortium agreements leveraging multi-organizational capabilities strategies, roadmaps, and emerging capabilities
  • Survey state-of-the art microelectronic/semiconductor technologies and advise on development strategies, roadmaps, and emerging capabilities
  • Develop technology transition strategies and acquisition approaches that incentivize innovation while managing risk
  • Coordiante with COs and COR/COTRs to ensure contract implementation and track performance
  • Develop status briefings and reports for government stakeholders
  • Apply critical thinking and unconventional problems-solving to identify viable pathways and deliver results through innovative, compliant approaches

Qualifications

Required Qualifications
  • Active TS/SCI with CI Polygraph
  • Bachelor's and ten years or more experience in government acquisition and / or contracts, with demonstrated ability to rapidly develop acquisition documentation and shepherd agreements through the contracting process
  • Proven track record of accelerating acquisition timelines while maintaining compliance with Federal Acquisition Regulations (FAR) and agency-specific acquisition policies
  • Experience supporting technology-focused programs or engineering projects in an acquisition capacity
  • Strong working relationships with contracting offices and demonstrated ability to effectively coordinate with contracting officers and specialists
  • Demonstrated ability to thrive in a fast-paced, dynamic environment with competing priorities and compressed timelines
  • Excellent written and oral communication skills, including ability to draft clear, compliant acquisition documents and brief stakeholders at all levels
  • Proficiency with MS Office applications

Desired Qualifications
  • Experience with rapid acquisition pathways, OTA (Other Transaction Authorities), or streamlined procurement vehicles
  • Familiarity with microelectronic/semi-conductor hardware systems, device technologies, and the microelectronic/semiconductor industry ecosystem
  • Background supporting R&D or prototype programs where acquisition agility is critical
  • DAU certification (ACQ 101, CON series, or equivalent0
  • Experience working within the Intelligence Community acquisition environment
  • Knowledge of technology transition and insertion processes from research to operational systems
