The Influence and Integration Department advances ODNI's enterprise priorities by translating policy intent into integrated, executable approaches across the Intelligence Community. The department supports ODNI's policy and mission integration efforts by shaping policy frameworks, strengthening governance and oversight, and guiding capability development that connects strategic direction to mission execution. Through disciplined analysis, enterprise coordination, and sustained partnership, the department aligns policy, mission priorities, and analytic leadership to enable coherent implementation of modernization initiatives and reinforce ODNI's role as the strategic leader of the IC.

Roles & Responsibilities:

The MITRE Intelligence Center is seeking a Chief Analyst for the Influence and Integration Department (N922) within the National Intelligence Directorate (NID), located at MITRE's McLean campus. The Chief Analyst serves as the senior technical advisor for analytical quality and rigor within N922, reporting to the Department Manager, and is responsible for ensuring the analytical and methodological integrity of activities conducted by the department in support of ODNI/P&C and /MI priorities.

As a trusted technical authority, the Chief Analyst provides expert judgment on analytic methods and ensures all department staff and programs have access to guidance on analytic tradecraft best practices and standards. The Chief Analyst works directly with project leaders and technical staff to shape analytic approaches to ODNI/P&C and /MI projects through a series of engagements throughout the lifecycle of an analytic effort. The role emphasizes hands-on engagement in the department's direct work program, guiding the application of sound analytical practices and reviewing technical outputs. Through close collaboration with the Department Manager, the Chief Analyst helps ensure that analysis activities remain aligned to sponsor decision needs and mission relevance.

In addition to supporting current programs, the Chief Analyst advances the department's long-term technical strength by promoting consistent tradecraft, mentoring staff, and evolving methodologies to address emerging technology and analytic challenges. The role helps build a durable analytic capability within N922 by fostering disciplined, evidence-based approaches and by leveraging MITRE's broader technical and analytical capabilities where appropriate.

This position provides a deeply embedded technical leadership function focused on quality and impact. Applicants will establish regular presence at ODNI and MITRE locations with staff supporting those organizations, as well as have availability to travel to those locations on short notice. This may entail frequent and flexible travel as mission and organizational needs dictate.

Technical Leadership for Test and Evaluation
  • Serve as the senior technical advisor for N922 analytical work - guiding PLs, TLs, and technical staff to deliver technical rigor, analytic excellence, and mission relevance.
  • Implement the Division's technical strategy within N922, ensuring alignment to ODNI priorities, national-level intelligence needs, and MITRE's enterprise capabilities.
  • Provide technical counsel to ODNI directorates, including issues related to intelligence collection and analysis, emerging technology, and strategic foresight.


Quality Assurance and Methodological Rigor
  • Identify and promote consistent application of sound analytic tradecraft across the department.
  • Lead technical reviews of analytic approaches and results to ensure quality, transparency, and reproducibility.


Sponsor Engagement and Thought Leadership
  • Engage directly and frequently with senior ODNI leaders on emerging technical challenges, enterprise modernization, and strategic priorities.
  • Represent MITRE as a Distinguished technical leader in IC-wide forums, working groups, and interagency initiatives.
  • Shape problem spaces and influence strategic direction through high-credibility, high-impact technical advice.


Staff Development and Workforce Shaping
  • Develop and mentor a high-caliber technical workforce, ensuring NID maintains the required depth and breadth of analytic expertise.
  • Shape talent pipelines, skill development, and succession planning for critical technical areas.
  • Promote a collaborative, inclusive technical culture that models MITRE values and empowers staff to innovate and grow.


Business and Program Support
  • Advise on the technical content of proposals, program plans, SOWs, and sponsor engagements.
  • Partner with the MD to shape the Division's work program and ensure technical feasibility, quality, and mission value.
  • Support revenue, delivery, and performance objectives through technical insight and strategic guidance.


Basic Qualifications:
  • Minimum of 15 years of related experience with a bachelor's degree; 12 years with a master's degree; 10 years with a PhD; or equivalent combination of education and work experience.
  • Deep technical expertise with ODNI mission requirements in areas such as:
    • Multi-source intelligence analysis and tradecraft
    • Data strategy and architecture
    • Intelligence systems engineering
    • Emerging technologies and analytic modernization
    • IC policy, governance, or enterprise integration
  • Demonstrated experience providing senior-level technical leadership for complex mission needs directly supporting ODNI missions.
  • Proven ability to deliver high-consequence technical outcomes and oversee large-scale analytic efforts to ODNI.
  • Successful record of building trust and influencing senior ODNI sponsors.
  • Strong communication skills, including the ability to convey complex technical concepts to senior leaders.
  • Demonstrated ability to integrate efforts across diverse teams, organizations, and mission areas.
  • Active TS/SCI with current CI Polygraph.
  • U.S. Citizenship required.
  • This position has an on-site requirement of 5 days a week on-site.


Preferred Qualifications:
  • Demonstrated leadership of technical programs delivering innovative or game-changing capabilities to the IC.
  • Experience shaping IC-wide analytic initiatives.
  • Demonstrated ability to lead technical foresight, assess emerging technologies, or develop future-oriented analytic approaches.
  • Advanced graduate degree in engineering, computer science, physical sciences, mathematics, intelligence studies, or related national security fields.
  • Recognized thought leadership within the IC or defense community.
