Job Summary
We are seeking an experienced Program Manager to lead the planning, execution, and delivery of complex programs supporting the U.S. Army Ground Vehicle Systems Center (GVSC). The ideal candidate brings a strong understanding of DoD acquisition, systems engineering for ground vehicle platforms, and disciplined program controls (cost, schedule, performance, risk). This role will interface daily with GVSC stakeholders, industry partners, and internal engineering teams to deliver mission-critical capabilities on time and within budget.

Job Summary
We are seeking an experienced Program Manager to lead the planning, execution, and delivery of complex programs supporting the U.S. Army Ground Vehicle Systems Center (GVSC). The ideal candidate brings a strong understanding of DoD acquisition, systems engineering for ground vehicle platforms, and disciplined program controls (cost, schedule, performance, risk). This role will interface daily with GVSC stakeholders, industry partners, and internal engineering teams to deliver mission-critical capabilities on time and within budget.
Roles and Responsibilities:
- Program Leadership: Own total lifecycle delivery-initiation through closeout-including scope, schedule, cost, risk, quality, and stakeholder communications.
- Customer Engagement: Serve as the primary point of contact to GVSC; manage customer expectations, cadence reviews, action item closure, and stakeholder alignment.
- Financial Management: Lead program financials, forecasting, and baseline control in partnership with Finance.
- Risk & Opportunity: Stand up and manage a proactive risk/opportunity register; implement mitigation plans and management reserves as appropriate.
- Subcontract/Partner Management: Negotiate SOWs, track performance, approve invoices, manage flow-downs, and ensure supplier quality/timeliness.
- Reviews & Reporting: Lead internal/external reviews (IPRs, QBRs, PMRs, SRR/SDR/PDR/CDR as applicable) and deliver high-quality program artifacts and CDRLs.
- Process & Improvement: Apply PM best practices (PMBOK/DAU) and continuous improvement (LEAN/Agile where applicable); champion lessons learned and corrective actions.
- People Leadership: Build and guide a high-performing cross-functional team; oversee staffing plans, tasking, priorities, and performance development.
Basic Qualifications:
- Bachelor's degree in Engineering, Business, Management, or related field (or equivalent experience).
- 10-15 years of progressively responsible program/project management experience in DoD or defense environments.
- Demonstrated success managing cost, schedule, and performance for complex efforts.
- Working knowledge of DoD acquisition processes and contract types (FFP, CPFF, T&M, IDIQ).
- Excellent communication skills with experience briefing senior government stakeholders.
- Experience supporting GVSC, PEO CS&CSS, PEO GCS, TACOM, or other Army ground vehicle programs.
- Active [Secret/Top Secret] DoD clearance
- U.S. Citizenship required due to government contract requirements .
Preferred Qualifications:
- Master's degree (MBA, Systems Engineering, Engineering Management, Project or Program Management) or PMP/PgMP/DAWIA/DAU PM certifications.
- Understanding of ground vehicle systems (mobility, autonomy/robotics, software, powertrain, survivability, vetronics, cyber, AI/ML, modeling & simulation, test).
- Strong subcontract management experience and supplier performance oversight.
- Knowledge of export control/ITAR, cybersecurity requirements (CMMC, NIST 800-171), and configuration/data management.
- Experience leading technical reviews (SRR/SDR/PDR/CDR) and developing CDRLs/SDRLs.
- Prior leadership of IDIQ task orders
