The Cyber Software Engineering Manager 1 will support the Tampa site programs in developing and managing program activities across various active projects / programs.

The functional manager will lead a team working within the Tampa Engineering & Sciences (E&S) department. The successful candidate will lead direct report employees to accomplish organizational goals, deliver program results, and align with company policies. Specific responsibilities include coordinating programs for staffing, recruiting, training, preparing and delivering performance reviews to employees, evaluating employees for promotions, evaluating salaries and compensation, assisting employees in preparing performance goals, providing career guidance to employees and counseling employees on their performance as necessary. The manager is responsible for periodic review, update, and definition of technical process documents.
The manager will be expected to provide and perform cyber software engineering technical support. It is anticipated that given the size of the functional team, the split between technical and functional management duties will be on average approximately 80% technical / 20% functional. The direct program support may include technical activities such as IPT leadership and/or any other appropriate technical function.
Functional management responsibilities include staffing support/allocation, performance and compensation management, and career goals development.
The successful candidate should thrive in a fast-paced, quick response, work environment with high expectations, diverse assignments, and possess the ability to communicate and collaborate with multiple teams across all technical levels. Primary Level Salary Range: $114,900.00 - $172,300.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

- Supporting engineering execution to include systems design, development, test/integration, and deployment/sustainment activities.
- Accountable to stakeholders and program managers for project status reviews, impediments / roadblock resolution, and the overall engineering / product quality execution.
- Partnering with the program management office to ensure successful execution while accounting for cost, schedule, and resources management targets.
- Providing leadership to the team to ensure that best practices as well as the applicable engineering processes and procedures are fully and adequately implemented.
- Supporting the implementation of sustainable continuous improvement.
- Supporting the development and implementation of a critical skills growth strategy focused on building world class execution teams.

Basic Qualifications:
- US Citizenship is required
- Interim Top Secret security clearance. The ability to obtain a TS/SCI clearance is required to maintain continued employment.
- 5 years of experience with a Bachelor's degree; 3 years of experience with a Master's Degree
- Supporting the development and implementation of a critical skills growth strategy focused on building world class execution teams.
- Experience with U.S. Government contracts or defense systems
- Strong communication skills and the ability to lead a diverse multi-disciplinary team with high levels of engagement, including mentoring and coaching
- Proven ability to represent organizational capabilities to customers and stakeholders
- Proven experience in the following areas:
- Source code management using GIT or similar tools
- Leading application deployments to diverse infrastructure using SDLC process
- Leading the implementation of test frameworks & security compliance reports on codebases
- Secure coding practices, vulnerability scanning, and compliance frameworks (OWASP, SAST/DAST tools, PCI-DSS, HIPPA, STIG) to embed security into the development lifecycle
Preferred Qualifications:
- M.S., M.B.A., or other advanced degree
- Active Top Secret / SCI security clearance
- Experience leading software engineering teams of 6 or more.
- Demonstrated experience in the following areas:
- Proficiency in one or more of the following languages: PowerShell, Python, Bash, JavaScript, C/C++, or YAML (executed/managed via Ansible).
- Multiple Linux distributions with a focus on Red Hat Enterprise Linux and Ubuntu
- Virtual infrastructure: Ability to design, deploy, manage, maintain, and upgrade VMware vCenter, ESXi, NSX-T, Horizon VDI environments, and Tanzu Kubernetes Grid
- PKI/TLS security requirements and best practices
- Container management using CLI tools like Docker, Podman, Kubernetes, Compose, and systemd
- System Build Automation (Ansible, Red Hat Ansible Tower, Red Hat Automation Controller) and PostgreSQL to include understanding of various Ansible Modules and Ansible debugging
- Multi-threaded software applications programming
- Networking concepts like IP, TCP, UDP, port binding, NAT, layer 3, firewalls and analysis of live traffic using tools like tcpdump or Wireshark
