Northrop Grumman Mission Systems (NGMS) sector is seeking a Program Manager Level 3 to join the Advanced Microsystems Business Area onsite in Woodland Hills, CA. The Advanced Microsystems group develops component level technology discriminators for future defense systems in areas such as Microelectronics, RF components, EOIR components, Photonics, and Quantum Sensing.

What You'll Get To Do:

This role will manage a portfolio of internal and customer funded research and development programs as well as lead capture and proposal efforts for new programs. As a collaborative and cross-functional leader, you will interface with business functions, engineering teams, product areas, and customers to implement strategies for developing and transitioning discriminating technology capabilities to advanced systems and mission applications.

The selected candidate will be responsible for leading all phases of a program's life cycle from proposal, through execution, and completion. The primary objectives include the delivery of program contractual requirements on cost and schedule, while achieving all technical requirements. The selected candidate will also be responsible for interfacing with internal stakeholders, external customers, and other partners to shape growth opportunities and support value creation for the organization. Additional responsibilities will include:
  • Cultivating customer relationships and intimacy to develop new opportunities.
  • Shaping new business opportunities through long term strategic planning, capture planning, and proposal development.
  • Establishing a program organization that effectively addresses customer objectives and incorporates the necessary internal and external sub-organizations.
  • Leading and directing cross-functional integrated program teams to meet program cost, schedule and technical performance objectives.
  • Measuring and reporting program performance.
  • Delivering presentations to customers, executive management and other program stakeholders.
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
  • Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test.
  • Creation, review and finalization of the program Statement of Work.
  • Identification, distribution, tracking, and completion of program requirements.
  • Establishment and management of the program and subordinate baselines.
  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
  • Identifying, allocating and managing program resources, including workforce planning.
  • Managing Government/customer supplied property or information (GFE, CFE, etc.).
  • Managing suppliers to meet program objectives.
  • Adherence to all internal processes, policies, and applicable industry standards.
  • Ensuring program team understands and adheres to contract scope, and manages change through control board activities.
  • Development and adherence to master plans and schedules.
  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization.
  • Overseeing the work products and mentoring of program and technical teams.


This position will require up to 25% travel.

Basic Qualifications:
  • Bachelor's Degree and 8+ years, master's degree and 5+ years, or a PhD and 3+ years of relevant professional experience supporting U.S. Government programs or contracts.
  • Demonstrated experience executing or managing R&D programs with complex technical requirements, including oversight of technical scope, integration activities, or development milestones.
  • Demonstrated experience supporting or leading capture management activities, including proposal strategy, customer engagement, or win planning.
  • Demonstrated experience leading cross-functional teams or organizations to achieve defined program, technical, or business objectives.
  • Demonstrated experience communicating effectively in both written and verbal formats with executive leadership, management, and individual contributors, including preparation of formal briefings, reports, or program documentation.
  • U.S. citizenship required.
  • Active U.S. DoD Secret Clearance (adjudicated within the last 5 years) and the ability to qualify for access to Special Access Programs (SAPs) after starting, including the ability to work occasionally in classified areas.


Preferred Qualifications:
  • Active U.S. DoD Top Secret clearance.
  • Master's or Ph.D. degree in science or engineering, or a related technical field.
  • Experience interfacing with DARPA or other Science and Technology (S&T) customers, supporting development or execution of advanced technology or microsystems programs.
  • Demonstrated experience applying DARPA planning, program creation, and program management processes, including concept development, transition planning, or performer coordination.
  • Demonstrated experience leading sensor system technology or development or enabling technology programs. Including oversight of technology scope, milestones, and integration activities.
  • Experience supporting Earned Value Management (EVM) activities while using MS Project to schedule development or performance tracking.
  • Working knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) as applied to U.S. government contracts.

Primary Level Salary Range: $193,000.00 - $289,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
