Northrop Grumman Mission Systems (NGMS) is seeking Deputy Program Manager 2. This position will be located on-site in Baltimore, MD and will support the Production Program Office within the Advanced Tactical Programs (ATP) OU for the Tactical Fighters BU. This position is 100% on-site.

The primary objective will be supporting the ATP Production Program Office with the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will assist leading a cross-functional organization aligned to common program performance goals.

Primary Level Salary Range: $153,800.00 - $230,800.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

- Conducting risk, issue and opportunity management practices including identification, mitigation and realization.
- Ensuring program team understands and adheres to contract scope and manages change through control board activities.
- Adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
- Cultivating customer relationships and presenting program status at customer engagements.
- Leading cross-functional Integrated Program Teams (IPTs) to meet program cost, schedule and technical performance objectives.
- Managing suppliers to meet program and customer objectives.
- Driving common process improvements within scope of business to improve supplier and program performance.
- Managing internal affordability projects and briefing project status to internal stakeholders and customers.
Basic Qualifications:
- Bachelor's Degree with 8 years or Master's degree and 6 years of experience supporting US Government contracts and/or customers in a project/technical lead role.
- Minimum of 2 years of documented professional and/or professional and/or military experience in technical project management, program management, business management, global supply chain, and engineering.
- Demonstrated hands-on experience utilizing Earned Value Management Systems (EVMS), including the development and maintenance of cost and schedule baselines, monitoring and reporting cost/schedule performance, and supporting variance analysis and corrective action plans.
- Demonstrated experience leading/managing production programs and/or cross-functional teams with responsibility for meeting cost, schedule, and technical performance objectives.
- US citizenship is required.
- A current/active US DoD Secret Clearance (adjudicated within the last 5 years) to start and the ability to qualify for access to Special Access Programs (SAPs).
Preferred Qualifications:
- Active/current SAP Access.
- Demonstrated experience in Program Management and cross-functional leadership.
- Demonstrated experience interfacing directly with external government customers, including leading program reviews, status briefings, or technical exchanges.
- Demonstrated experience supporting or leading factory and/or test cell ramp-up activities during Low Rate Initial Production (LRIP), including schedule, staffing, or throughput planning.
- Demonstrated experience managing suppliers and/or subcontracts.
- Demonstrated experience managing or supporting Cost-Plus-Incentive-Fee (CPIF) contracts.
- Demonstrated managing technical, cost and schedule trade-offs, with accountability for meeting baseline performance objectives.
- Demonstrated application of business and financial analysis (e.g. margin analysis, EAC forecasting, cost variance analysis) to support program decisions-making.
