What We're Doing
Our Team, the Command and Control, Battle Management and Communications (C2BMC) Regional team, is constantly engineering, developing and integrating new capabilities for the U.S. Missile Defense System, protecting both the United States and its allies. This large, fast paced team, is composed of many small agile teams working together dynamic environment with a common mission to develop and deploy leading-edge missile defense technologies.
The Work
The C2BMC-Regional Application Agile Release Train is seeking a Software Agile Product Owner/ Software Engineer that will thrive in a fast paced team environment in the design, development, and testing of the C2BMC applications.
Common responsibilities of a Software Product Owner on the RA ART team include:
• Define, prioritize, and ship software capabilities - elicit, document, and refine stakeholder needs.
• Partner with government stakeholders, internal engineering ARTs, and cross-functional teams to ensure timely delivery of high-value features
• Perform as Subject Matter Expert (SME) for the Product Team, representing the product to external and internal stakeholders
• Manage expectations and keep the team roadmap aligned with program priorities.
• Own and continuously groom the product backlog with clear acceptance criteria
• Prioritize work across multiple task orders to maximize value.
• Track progress against schedule and Earned Value Management (EVM) metrics to provide status updates to leadership.
• Work with Cost Account Managers (CAMs) to supply data for variance analysis and forecast Estimate to Complete (ETCs).
• Participate in Agile ceremonies (Sprint Planning, Sprint Review, Retrospective, Daily Scrum, etc.).
• Champion SAFe Agile principles and ensure ART alignment.
• Support DevSecOps automation, CI/CD pipelines, and automated testing.
• Review design artifacts.
• Prepare and deliver briefings and demos to customers and senior leadership.
• Mentor engineers, Scrum Masters, and other team members on Agile best practices.
• Foster a collaborative, high performance culture across cross functional teams.

Basic Qualifications:
• Previous experience as a Scrum Master, Product Owner, or technical lead on a large integrated program.
• Experience working within Jira and Confluence.
• Strong stakeholder management skills.
• Experience managing multiple software baselines.
• Experience working in an Agile environment with Agile development methodologies.
• Experience with modern toolchains (Git, Gradle, Nexus, Eclipse/VS Code).
• Excellent written and verbal communication skills, with the ability to craft clear briefings and technical demonstrations for stakeholders at all levels.
• Demonstrated ability to work independently as a self-starter and proactively seek learning opportunities.
• Proven leadership experience within the full software development lifecycle, including requirements development and interpretation, software design, implementation, test, fielding, and maintenance.
Desired Skills:
• Demonstrated experience as a Software Developer using Java is highly desired
• Experience managing Java Application development
• Previous Missile Defense element program experience is highly desired
• SAFe Product Manager/Product Owner (PM/PO) or Professional Scrum Product Owner (PSPO) certification is strongly desired.
• Experience working with Earned Value Management in a software development organization.

Schedule for this Position: 4x10 hour day, 3 days off per week
