At DHS, our team supports the Science and Technology (S&T) Directorate's development, acquisition, and deployment of new technologies across a variety of technological domains and provides insight and guidance on the implications that these technologies have for developing new policy and changing existing ones.

This position will provide programmatic support to help execute a wide-ranging portfolio covering acquisition of new technologies and deployment of solutions, policy development, and research, development, test, and evaluation activities.

This position requires staff to be in-person at the DHS client site in Washington, DC (Anacostia metro station) and at additional locations in the National Capital Region as needed in accordance with the requirements of the contract five (5) days per week. Role functions may include:
  • Developing and maintaining a working level knowledge of technological assets and software tools employed by the Department, interagency, and state, local, tribal, and territorial partners to support program operations and strategy development.
  • Advising on program office activities, policy development, curriculum development, assessments of technologies, and more
  • Participating in program office meetings with stakeholders, leadership, and interagency partners, including recording minutes and tracking action items
  • Assisting with drafting and reviewing program office responses to taskers and other time sensitive requests for information
  • Drafting of program documentation to support daily operations, strategic objectives, and meet DHS reporting requirements
  • Assisting with the development and administration of government contracts, to include tasks such as: development of solicitation material, administration of source selection reviews, and assessing technical solutions.
  • Monitoring project performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identifying possible program risks.
  • Supporting the identification, assessment, evaluation, and testing of existing and emerging technologies, systems, and capabilities
  • Coordination with government, academic, and industry programs; attending meetings and symposia; coordinating meetings and programs reviews; and supporting program advocacy including development and production of presentation materials
  • Researching and maintaining awareness of evolving policies, assessing impact to program execution, and providing recommendations to leadership on changes to program approach.
  • Coordination with DHS Components and other internal stakeholders to ensure alignment of program objectives and activities with requirements and needs.

Required Qualifications

  • BA/BS + 5 years of relevant or Master's + 3 years of relevant experience supporting senior leaders
  • Eligibility to receive DHS Suitability
  • SECRET clearance.

Desired Qualifications

  • Active DHS Suitability preferred
  • Degree in a technical field such as a physical science, engineering, or similar area
  • Experience drafting and/or reviewing policy documentation
  • Demonstrated experience providing program management and analytical support to programs and projects serving DHS Mission Areas.
  • Excellent written skills, communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.
  • Experience providing guidance, feedback, and consulting services to federal program managers or similar roles.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
  • Experience supporting DHS components and agencies either operationally or through project management.
  • Experience developing effective communication materials such as presentations, memos, and project plans.
  • Experience with project tracking, collaboration, and work management tools such as Excel, Sharepoint, PowerBI, and MS Teams.
  • Experience facilitating resolution of customer requirements/needs, including helping to identify and document gaps, formulate and develop solutions, and participate in and contribute to strategic discussions.
  • Familiarity or experience with the use of artificial intelligence tools for automating and optimizing processes and deliverables.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
