Duties

  • You will be responsible for the award and administration of contracts for ship maintenance, repair and alteration, engineering services, supplies and equipment.
  • You will perform day-to-day work and coordination of the Branch responsible for procurement planning, identifying end user need and developing procurement strategies and plans to achieve the most successful outcomes.
  • You will prepare for negotiations/discussions/awards by reviewing audit and technical reports, performing cost and/or price analysis (or reviewing price analysts' reports), and developing pre-negotiation posit.
  • You will negotiate terms and conditions (including price) based on the pre-negotiation objective and give-and-take with the offer or to establish a fair and reasonable price.
  • You will issue a written solicitation consistent with the requirements documents, acquisition plan and source selection plan, that includes the appropriate provisions and clauses tailored to the requirement.
  • You will ensure past performance evaluation is initiated to ensure documentation of performance including contracting officer input. Analyze, negotiate, and prepare claims files in order to issue final decisions.
  • You will resolve contract performance problems by gathering facts, determining remedies, and initiate remedial actions in order to find and provide a solution.
  • You will plan, develop, and execute critical agency procurement programs which are essential to the mission of the agency or department.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Prepare for negotiations/discussions/awards by reviewing audit and technical reports, performing cost and/or price analysis (or reviewing price analysts' reports), and developing pre-negotiation posit. 2) Negotiate terms and conditions (including price) based on the pre-negotiation objective and give-and-take with the offer or to establish a fair and reasonable price. 3) Conduct pre-bid or pre-proposal conference to inform offers of the requirements of the acquisition. Publicize proposed procurements to promote competition. 4) Issue a written solicitation consistent with the requirements documents, acquisition plan and source selection plan, that includes the appropriate provisions and clauses tailored to the requirement. Issue amendments or cancel solicitations when such actions are in the best interest of the Government and conform to law and regulations. 5) Respond to pre-award inquiries by taking the appropriate action according to FAR/ DFARS (and applicable supplements) to resolve questions. 6) Administer contract by monitoring contracting officer representative's feedback, contractor performance, and enforcing contractor compliance with contract requirements. 7) Ensure past performance evaluation is initiated to ensure documentation of performance including contracting officer input. 8) Analyze, negotiate, and prepare claims files in order to issue final decisions. 9) Resolve contract performance problems by gathering facts, determining remedies, and initiate remedial actions in order to find and provide a solution.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000, are also exempt from meeting this requirement.

Additional Information:
In accordance with the provisions of DoD letter of2 June 1993, (Subj: Functional Independence of Contracting Officers) and under the provisions as stipulated in the MSC Reinvention Initiative, each contracting specialist position will operate under the Functional Independence Concept for Contracting Officers. To this end, all GS-1102 positions are accountable to the Supervisory Contract Specialist (GS-1102-13) for purposed of performance appraisals with input from the Project Officer/Program Manager. N10 will serve as the second-level review/endorsing official.

This is a Defense Acquisition Workforce position that requires a Contracting Foundational acquisition certification. The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DOD instruction 5000.66.
As an Acquisition Workforce (AWF) member, incumbent must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance, with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment.

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
