ABOUT THIS ROLE

St. Michael's is hiring an Acquisition Analyst to support a Department of Defense (DoD) client. As an Acquisition Analyst, you will collect and analyze metrics and requirements from supported organizations; develop elements of program acquisition strategies and coordinate program information with internal and external stakeholders. You will be in a client-facing role that will benefit from your experience in US Navy ships or submarines, submersible, or Naval ship design, construction or certification processes and criteria. MacDill AFB, FL (onsite)

WHO YOU ARE
  • Active Top-Secret Clearance (with ability to obtain SCI).
  • Minimum of 10 years of experience in DoD acquisition programs, including: 3+ years of experience in US Navy ships or submarines, submersible, or Naval ship design, construction or certification processes and criteria
  • Knowledge of unique design requirements, engineering principles, and functionality of systems and components
  • Knowledge of price and cost analysis sufficient to review proposals, actual and estimated expenditures and established rates to determine price reasonableness or to determine a negotiation position.
  • Experience in properly applying funding rules associated with the obligation of multiple types of appropriations

PRIMARY RESPONSIBILITIES
  • Collect and analyze metrics and requirements from supported organizations
  • Develop elements of program acquisition strategies
  • Support/conduct portions of market research
  • Keep program information current and organize data to submit to management for decision-making
  • Prepare reports and briefings on program status, policies, and procedures, in support of acquisition program milestones
  • Support cost/benefit analysis
  • Analyze the effectiveness and efficiency of the program; develop recommendations to improve program operations.
  • Assist in answering data calls and inquiries on program policies and procedures
  • Participate in the requirements development process in support of Senior Managers and Government counterparts.
  • Monitor programs to ensure compliance with policies and procedures.
  • Assist in managing program cost, schedule, performance, and risks in accordance with policies and procedures; formulate proposed mitigations as necessary.
  • Coordinate program information with internal and external stakeholders.
  • Interpret regulations and directives to determine impact on programs.
  • Determine requirements; develop goals and objectives to accomplish the mission of Program Support, government counterparts to ensure execution of programs in accordance with plans, and to modify program policies and procedures based on changes to regulations.
  • Research ways to eliminate program bottlenecks and barriers to production; support government counterparts in the development of solutions to program issues.
  • Oversee the allocation of resources based on program requirements.
  • Draft fiscal year spend plans to meet OSD goals
  • Draft required program documentation based on ACAT-level designation
