Shields Point, LLC a subsidiary of Alutiiq, LLC has a potential opportunity for an (OCONUS) In-Country Program Manager (PM). The responsibilities of the In-Country Program Manager involve supervision of all in country operations and must ensure that all components of the rendered services, logistics support, facilities management, and procurement are implemented professionally. This includes supervision and accountability for all staff operating in country.

- The PM has direct oversight over the operations involving multiple tasks and personnel in operating in country.
- This role includes the set up and facilitation of virtual or face-to-face conferences, coordination and tracking of subject matter experts and agency deliverables and implementation concerns as well as tracking documentation and accounting for schedule and deliverables.
- The PM facilitates contractual interactions and the acceptance of deliverables.
- Also responsible for successfully delivering projects that enhance operational efficiency, optimize productivity and performance of SME services that contribute to the overall success of the organization's logistics and value management efforts.
- Involved with the planning, designing, managing, operating and maintaining reliable and efficient systems, equipment, facilities and logistics infrastructures to improve equipment and logistics performance, and reduce costs.
- Resolves problems, issues or conflicts while ensuring that program schedule, performance and deliverables are met.
- The PM should be able to respond to issues in a timely manner and communicate proactively with INL Haiti staff, COR and Contracting Officer.
- Any candidates for this position will be reviewed and approved by INL Haiti staff, COR and Contracting Officer before deployment.
- The PM will ensure compliance with all contract requirements, working in close coordination with INL and Embassy Port-au-Prince, especially in interactions involving planning and other managerial issues.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
- Bachelor's degree required.
- Demonstrated minimum experience of three (3) years' experience working with international programs to include coordinating, assessing, conducting, and managing facilities in an international setting in the Caribbean region or Latin America.
- Provide subject matter expertise in program planning, design, technical assistance, and implementation.
- Provide management expertise in specialized fields of expertise, as well as functional and technical expertise to lead complex, large projects to deliver client solutions and/or manage operations of multiple projects.
- Demonstrated expertise and ability to solve complex and unusual managerial issues while exercising independent judgment
- Ability to work effectively under pressure within short time constraints, and during times of rapidly developing events.
- U.S. citizen or dual citizen.
- No negative prior experience working with INL and never removed from any USG mission or civilian policing activity.
- Excellent interpersonal and written and oral communication skills; proficient in Microsoft Word, PowerPoint, and Excel.
- Speaks, reads, and writes in fluent English. (English, Haitian Creole, French-Preferred).
