The primary purpose of this position is: As an Air Reserve Technician (ART), to serve as the Senior Reserve Advisor to the Assistant Secretary of the Air Force for Manpower and Reserve Affairs (SAF/MR) for strategic-level, long range personnel and manpower issues for the Air Force Reserve.

RESPONSIBILITIES:
Plans, directs, and manages the Air Force Reserve Program Segment of HQ USAF's strategic and long range personnel and manpower plans.

Responsible for the preparation, validation, and distribution of the Air Force Reserve Strategic Plan(or Agenda) as approved and directed by the Chief of Air Force Reserve. Specifically addresses broad and significant strategic issues facing the Air Force Reserve beyond the time frames and scope of plans.

Directs the development of improvements to the Air Force Reserve corporate planning process.

Serves as the top advisor to the Commander/Vice Commander, Air Force Reserve and senior staff in determining the most appropriate response in the areas of strategic and long range plans.

Conducts meetings with various key personnel within the command in order to discuss, evaluate, and determine courses of action relative to administrative and technical matters regarding program changes.

Qualifications

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.
This is an Air Reserve Technician (ART) Officer position located at HQ AF RESERVE CM K with the military rank of COLONEL / O-6, AFSC: 90G0. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-800-257-1212.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.

SPECIALIZED EXPERIENCE: At least one year of the specialized experience must have been of a level of difficulty and responsibility comparable to that of the GS-14 grade in the Federal service. Specialized experience includes Mastery of a wide range of concepts, principles, practices, laws and regulations of strategic and long range planning methods, processes, and analytical techniques. Knowledge of AFRC/military command structure, missions, programs, and organizational relationships. Highly knowledgeable of AFRC, GMAJCOM, and Air Force missions, plans, and policies for the full range of contingencies from peacetime through full mobilization. Mastery in planning, organizing, and directing team study work, and in negotiating effectively with the AFRC staff and with counterparts at GMAJCOMs, Air Force, and military agencies. Demonstrated leadership and managerial abilities are essential to successful accomplishment of responsibilities inherent in this position.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-14 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of a wide range of concepts, principles, practices, laws and regulations of strategic and long range planning methods, processes, and analytical techniques.
2. Knowledge of the missions, roles, functions, organizational structures, and operations that govern and interface with HQ USAF customer requirements for identification of strategic and long range personnel and manpower planning issues.
3. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning the efficiency, effectiveness, and program operations of strategic and long range planning issues.
4. Ability to communicate both orally and in writing.
5. Skill in establishing and maintaining effective working relationships.
6. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions.

OTHER SIGNIFICANT FACTS:
1. May be required to fly in commercial or military aircraft in the performance of temporary duty travel. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
2. Must possess a high degree of tact and diplomacy and demonstrated leadership.
3. Incumbent must have a broad and extensive knowledge of strategic and long range planning methods, processes, and analytical techniques.
4. This is a key management position in which the incumbent is required to formulate, determine or influence training policies of the unit to which assigned.
5. This position is designated as a mobility position. The incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
