As a Physical Scientist at the GS-1301-15 some of your typical work assignments may include:
  • Serves as the Small Business Innovative Research (SBIR) and Small Business Technology Transfer (STTR) program manager, responsible for a multi-million dollar portfolio and oversees for all aspects of planning, coordinating, integrating, implementing and the overall management of the programs on a daily basis and ensuring that the programs adhere to the SBIR and STTR Policy Directives issued by the Small Business Administration (SBA), Office of the Under Secretary of Defense for Research and Engineering (OSD(R&E)) and the DoD Office of Small Business Programs (OSBP).
  • Serves as the RD senior acquisition advisor and strategist, interfacing between DTRA and the Small Business Administration (SBA) and the Office of Small Business Programs (OSBP) regarding the DTRA SBIR/STTR program and related acquisition approaches. Acts as the basic research portfolio lead, providing oversight and management for the portfolio. In coordination with the Division Chief, plans the future years spend plans for the portfolios and contributes to the Division POM with the funding and manpower requirements.

  • The incumbent will be required to become certified in the Practitioner tier within 5 years. The incumbent is required to acquire a minimum of 40 continuous learning points every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
  • Travel (up to 10%) is required. Must be available for weekend travel, weekend layovers during travel, and long hours in travel status. Travel to remote, austere locations in both CONUS and OCONUS required.
  • The employee must be willing to comply with each Combatant Command (COCOM) travel medical requirement to include vaccinations.

Qualifications

You may qualify at the GS 15 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service, military or private sector:
  • Overseeing Small Business Innovative Research (SBIR) Programs and/or Science and Technology Transfer (STTR) Programs
  • Managing multiple portfolios, programs, or projects in order to manage the diverse SBIR/STTR program portfolio
  • Utilizing project management functions, including planning, programming, budgeting, procurement, logistics, and resource management in order to oversee the development and execution of comprehensive and complex project plans.,
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1301, series as listed below:

1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

ACQUISITION POSITION: This position requires Acquisition Workforce Level Practitioner and Engineer, Technical, and Management Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.
