Relevant Experience:
  • Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position

Certifications/Licensing:

  • NACE International certification as a "Corrosion Specialist" or "Cathodic Protection Specialist" or is a Registered Professional Engineer who has certification or licensing that includes education and experience in corrosion control of buried or submerged metal piping systems and metal tanks

Responsibilities:
  • Assist the Civil Engineering Operations Group Manager in fulfilling the PARCS Civil Engineering requirements
  • programming, design, and construction of projects
  • Identify, plan, and program aging infrastructure and all real property maintenance, repair and minor construction
  • Implement a Real Property O&M project programming, design, and construction program
  • Develop, prepare, and submit all project programming and supporting documentation for new work and aging Real Property (RP)/Real Property Installed Equipment (RPIE)
  • Support the Facility (FB) meetings three times per year to review, approve and prioritize Sustainment, Restoration and Modernization by Contract (SRMC) projects for inclusion in the FB prior to implementation
  • Assist in preparing an integrated 5-Year Plan Project Prioritization list
  • Assist in architectural and engineering design services/contracts
  • Support other engineering support such as studies, surveys, analyses, engineering reports
  • File the Installation Development Plan and Installation Layout Maps in the Comprehensive Plan
  • Support construction activities and on-site visits
  • Manage all living and working environments, utility distribution systems, and heating and power generation, to include all new projects
  • Submit Real Property accounting, inventory, utilization, and capitalization of all installation real property data
  • Populate Sustainment Management System (SMS) assessments at a rate of 25% of real property assets listed in real property system of record
  • Submit Utility Consumption Reports
  • Implement and maintain a corrosion control program applicable to all real property and Real Property Installed Equipment (RPIE)
  • Maintain operation, maintenance, repair, inspection, and testing records
  • Supports control, plan, schedule, program, estimate cost, and track all work
  • Dispatches emergency work and routine work orders
  • Coordinate between the building occupants and civil engineering personnel for access into work and living areas with a minimum of disruption
  • Provide work progress review, facility information, and work approval authorization/priority changes to the Government upon request
  • Provide the status of facility work upon request
  • Support the Work Request Review Board (WRRB)
  • Maintain a facility maintenance history for each facility
  • Use the Robert Snow (RS) Means and co-efficient method for estimating work orders
  • Estimate and modify labor hours and materials needed for approved work orders
  • Forwards canceled or changed minor construction work orders through 319 CES
  • Supports the warranty program for all RP, RPIE, and Government-Furnished Property (GFP) within the Service Area
  • Maintains the RWP to provide for the completion of preventive maintenance of all real property, RPIE, Equipment Authorization Inventory Data (EAID) and
  • Government-Furnished Property (GFP) within the Service Area
  • Support the Unaccompanied Housing Maintenance plan
  • Respond to and mitigate emergency work immediately
  • Analyze, plan, and manage production control activities to improve runtime
  • Establish and review production plans to identify
  • Process and analyze internal Work Orders as well as customer Individual Job Order (IJO) requests and establish production schedules for timely delivery
  • Ensure staff personnel follow customer and company policies while adhering to established safety procedures
  • Determine equipment, material and manpower requirements for all work requests and job orders
  • Monitor and adjust production schedules for timely delivery
  • Develop positive relationship with staffs and customers to meet productivity goals
  • Negotiate job orders with customers based on equipment capacity and material availability
  • Analyze current and backlog job orders and accordingly develop production plan and schedules
  • Work with materials, manufacturing and purchasing departments in identifying and resolving production planning problems
  • Manage the PARCS Recurring Work Program by inputting preventive and correction maintenance data and generate PM schedules for all Real Property, Real Property Installed Equipment (RPIE), Equipment Authorization Inventory Data (EAID) and GFP
  • Verify PM Completion Dates and adjust start/end dates when needed
  • Input Work Orders and IJO data into Facility Management (FM) System. Obtain CE Group Leader Approval and assign work to Interior/Exterior shops
  • File and Monitor work order/IJOs and provide follow-up status to the manager and customer
  • Report material delays perform close out actions to include verifying actual manhours expended
  • Establish procedures for responding to Service Help Desk work requests during and after normal duty hours
  • Will perform administrative type tasks such as preparing briefing slides and recording minutes for Work Request Review Board (WRRB) and Facility Utilization Board (FUB) Meetings. Review, coordinate and update 5-Year Plan. Prepare and submit Government mandated reports such as Annual Recurring Work Program RWP to Government
  • Oversee the Site Maintenance Program, Purchase Service Program, Facility Survey, Roof Management, Composite Tool Kit inventories
  • Compile Annual Cathodic Protection Booklet
  • Write and Log Data Trouble Reports (DTRs)
  • Manage Key Inventory Program: Issue Temporary-Use Keys to Individuals. Have New Keys Made by CE Exterior. Update and Maintain Key Control Log. Notify Building Managers of Key Activity. Distribute New Keys. Receive Keys No Longer Needed
  • Works with Logistics Manager (Position #1053) to implement Fire Prevention and Protection Program on a day-to-day basis
  • Accompany fire inspector during scheduled inspections. Advise Safety of Bldg. Hazards. Maintain Building Manager Logs. Establish Bldg. Open/close Procedures. Conduct Facility Inspections. Coordinate Fire Drills with Fire Department. Participate in Shelter Management Exercises. Activate/Operate Shelters
  • Comply with Cavalier SFS plans, policies, and procedures, generate and maintain all Government records in the format provided. Provide electronic reports to the Government
  • Apply industry standards and commercial best practices, in the absence of directive technical orders and publications. Comply with local, state, and federal statutes
  • Safeguard all assets and information and follow Industrial, Physical and Operational Security requirements
  • Provide escort support for personnel without unescorted entry authorization that are performing contracted functions
  • Complete the following web-based training within the first three months of arrival and on an annual basis thereafter: Force Protection, and Cybersecurity and Awareness Program
  • Complete all local procedure training at contract start and on an annual basis thereafter

Clearance Requirements:
  • Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.
  • Employment and start date is contingent upon the candidate receiving the required US DoD issued interim security clearance
