MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Air National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).
GENERAL EXPERIENCE : Must possess experience, education, or training in administrative, professional, investigative, and/or technical work that demonstrates your ability to evaluate information and/or utilize analytical skills to disseminate effective communication; and use computers and automation systems.
GS-11 SPECIALIZED EXPERIENCE : Must possess 36 months of specialized experience, education, or training involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military; developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences; making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions; and responding timely and appropriately to requests for information concerning agency programs and services.

- Assists the Public Affairs Officer in the formulation of long-range plans and policies to enhance public understanding, support and acceptance of Public Affairs programs and/or activities statewide.
- Researches and develops informational materials and complete communication campaigns for release to audiences through electronic and newspaper media.
- Prepared materials explain or describe the mission of the National Guard, National Guard accomplishments, policies, programs or actions taken to ensure the National Guard's compliance with state and federal regulatory requirements.
- Responds to media requests for information of both a routine and controversial nature.
- Prepares or assembles information kits and edits informational materials drafted by subordinate public affairs specialists.
- Releases photographs and/or feature stories to the news media, coordinates media interviews with subject matter experts and arranges photographic and electronic media coverage of newsworthy events.
- Maintains close working relationships with officials of various civic, media and community groups.
- Provides training on Public Affairs program policies, practices and processes.
- Creates new or adapts or modifies accepted communication campaign formats to reach a target audience with a specific message.
- Performs other duties as assigned.
Conditions of employment
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- Temporary appointments are subject to termination at any time.
- This position can be filled up to four years as long as funds are available to support it.
- In the event a permanent (Tenure 1 or 2) or indefinite (Tenure 3) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent or indefinite status.
- Must be able to obtain and maintain the appropriate security clearance of the position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Must complete Basic DoD Public Affairs Qualification requirements within two years of employment; or, for on-board personnel, complete the course within two years from the appointment date to this position description.
- Selectee is required to complete SE1-260 requirements within six months of employment.
- Selectee must complete the DoD Public Affairs Qualification Course within two years of placement.

- This is an Excepted Service position that requires membership in the Missouri National Guard prior to the effective date of placement.
