Overview

Intelligent Waves is seeking a Lead Information Assurance and Cybersecurity Program Manager to provide strategic leadership and operational oversight for the Cybersecurity Office, ensuring the protection, compliance, and resilience of classified and unclassified systems supporting U.S. Air Force missions. This role is responsible for executing a comprehensive information assurance program aligned with Department of Defense, Air Force, and local operating policies while addressing an evolving cyber threat environment.

The Lead Program Manager oversees day-to-day cybersecurity operations, including RMF execution, vulnerability management, configuration compliance, and incident response preparedness. This position serves as the primary authority for cybersecurity governance, risk management, and compliance, translating regulatory requirements into effective, mission-focused security controls, policies, and procedures.

Working closely with Government leadership and internal stakeholders, the Manager ensures cybersecurity efforts remain aligned with operational objectives and regulatory standards. Through leadership, mentorship, and security awareness initiatives, this role fosters a strong security culture while driving continuous improvement across cybersecurity processes, workforce development, and program execution.

Responsibilities

Cybersecurity Program Leadership and Oversight

  • Manage and oversee enterprise cybersecurity programs and initiatives within a government contracting environment supporting the U.S. Air Force, ensuring alignment with mission objectives and regulatory requirements.
  • Lead, mentor, and develop cybersecurity personnel, fostering professional growth, technical proficiency, and compliance accountability.

Governance, Risk, and Compliance

  • Develop, implement, and maintain cybersecurity policies, procedures, and documentation in accordance with AFMAN directives, DoD Cybersecurity Risk Management Framework (RMF), and applicable federal regulations, including NIST SP 800-53 and NIST SP 800-37.
  • Assess cybersecurity risk, identify system and process vulnerabilities, and implement effective mitigation strategies to maintain an acceptable risk posture.
  • Utilize cybersecurity assessment tools and technologies, including STIG Viewer and Security Content Automation Protocol (SCAP), to support continuous compliance and security validation.

Training, Communication, and Stakeholder Engagement

  • Facilitate cybersecurity training and security awareness programs to strengthen organizational security posture and promote risk-informed decision-making.
  • Communicate complex cybersecurity concepts clearly and effectively to technical and non-technical audiences, including leadership and mission stakeholders.
  • Collaborate with internal and external stakeholders to drive coordinated, effective, and compliant information assurance strategies.

Project Execution and Continuous Improvement

  • Manage multiple cybersecurity initiatives and priorities using established project management methodologies to ensure timely and effective execution.
  • Adapt to a dynamic threat environment by continuously improving processes and staying current with emerging cybersecurity threats, trends, and technologies.

Qualifications

• Valid Counter Intelligence (CI) Polygraph clearance.

• Bachelor's degree in Cybersecurity, Information Technology, or a related field, or a minimum of six years of relevant experience in cybersecurity management.

• DoD 8140 approved and registered IAT Level II baseline certification; Certified Information Systems Security Professional (CISSP) certification.

• Extensive experience applying DoD cybersecurity compliance frameworks and regulatory standards, including the Risk Management Framework (RMF) and NIST publications, within U.S. Air Force or similar government environments.

• Demonstrated success supporting and managing cybersecurity programs in a government contracting environment.

• Proven ability to lead, analyze complex problems, and implement effective risk-based solutions across multiple concurrent initiatives.

• Strong written and verbal communication skills, with the ability to convey complex cybersecurity concepts to both technical and non-technical stakeholders.

• Ability to manage competing priorities and multiple projects in a fast-paced, mission-driven environment.
