Responsibilities

OBXtek is seeking several Payroll Specialists (Junior) to assist Direct Hire (DH) staff in the Office of Finance, for USAID. The role supports the administration of federal payroll operations for employees under various hiring mechanisms using automated payroll and personnel systems to manage functions such as time and attendance, leave, retirement, allotments, pay differentials, and payroll reporting. Personnel utilize automated payroll and personnel systems to execute routine and moderately complex payroll functions in accordance with federal laws, regulations, and Agency policies. The role supports accurate and timely payroll processing while providing responsive customer service in a high-volume, time-sensitive environment. This labor category performs non-inherently governmental functions under established procedures.

Key Responsibilities:

  • Process routine payroll transactions, including time and attendance, leave audits, payroll adjustments, allotments, pay differentials, lump-sum payments, and state tax resolution.
  • Support retirement-related payroll actions, including retirement deductions, allotments, and coordination of retirement and survivor benefit applications.
  • Assist with complex payroll disbursement activities, including prior service costing actions based on determinations from the Office of Human Capital and Talent Management (HCTM), recalculation of payroll deductions associated with retirement code changes, and processing payroll components of retirement and survivor benefit forms (e.g., DS-765, DS-2896, DS-3100).
  • Maintain and reconcile payroll records and reports, including retirement-related data for employees covered under CSRS, FERS, and FSRDS, ensuring accurate posting of payroll and retirement transactions.
  • Planning, managings, and coordinating complex payroll disbursements, including:
    • Prior Service Costing for optional and refund service - calculates prior service based on findings from the Office of Human Capital and Talent Management (HCTM) and prepares employee notifications of those findings.
    • Retirement Code Changes - recalculates deductions when an employee's retirement code changes.
    • Retirement and Survivor Benefits Applications - processing retirement actions, including DS-765, DS-2896, DS-3100 and certifies that the payroll office portion of applications is accurate and complete.
  • Carrying out a variety of clerical and technical tasks related to payroll personnel issues, including researching and resolving discrepancies, processing manual salary payments, system-generated errors, reconciling adjustment reports, correcting suspense items, and resolving agency inquiries for both manual and automated system transactions.
  • Analyzes, calculates, and resolves complex issues related to incentive programs and separation benefits. Maintains and reconciles reports and records related to individual retirement accounts for employees covered under CSRS, FERS, and FSRDS; processes prior service deposit accounts; and ensures accurate posting of individual retirement and related records for retirement accounting purposes.
  • Responding to inquiries and delivering high-quality customer service through the agency's payroll ServiceNow ticketing system.
  • Researching and resolving payroll-related questions involving tax withholding, direct deposit, bills of collection, benefit premium contributions, paid leave accruals, incentive programs, and separation benefits.


Qualifications

  • Education and experience sufficient to perform the duties described above.
  • Demonstrated understanding of federal payroll policies and procedures.
  • Knowledge of federal payroll systems, including NFC.
  • Ability to work independently under technical direction in a high-volume environment.
